Official Baku expects changes in the Armenian Constitution regarding provisions related to territorial claims against Azerbaijan.
elchi reports that this was stated by Hikmet Hajiyev, Assistant to the President of Azerbaijan – Head of the Foreign Policy Department of the Presidential Administration, during his speech at the CAMCA 2026 Regional Forum held in Baku.
“We are only waiting for one final issue: after the amendment of the Armenian Constitution regarding territorial claims against Azerbaijan, I think the signing of a final peace will become a reality,” the Assistant to the President stated.
Hikmet Hajiyev emphasized that this is an internal matter for Armenia and Azerbaijan has no intention of interfering in that process. He also noted that there are international precedents for such constitutional changes.
Touching upon Azerbaijan’s peace agenda, the Assistant to the President stated that Baku wants peace to be consolidated not only with the political leadership but also with Armenian society: “From the Azerbaijani side, we have a strategic determination to continue the peace agenda, consolidate it on the ground, and build a regional architecture based on the concept of peace, which can ensure long-term peace and stability for the peoples of Armenia and Azerbaijan.”
