Azerbaijan and Ukraine to sign a memorandum of cooperation on missing persons

It is planned to prepare and sign a memorandum of cooperation with the relevant state institutions of Ukraine in order to promote the exchange of experience and knowledge regarding missing persons.

“Elchi” reports that this was stated by Ceyhun Rzayev, an employee of the Working Group of the State Commission on Prisoners of War, Hostages and Missing Persons, at the international conference on “Modern Approaches to Solving the Issue of Missing Persons and Strengthening Cooperation” held within the framework of cooperation with the International Commission on Missing Persons (ICMP).

He noted that initial discussions on this issue were held on December 10, 2025, in Kyiv within the framework of the International Human Rights Conference: “At the same time, based on the recommendation of the Minister of Foreign Affairs of the Republic of Azerbaijan, a delegation of the State Commission visited Bosnia and Herzegovina in April 2025. The purpose of the visit was to determine the directions of bilateral cooperation with the Missing Persons Institute of Bosnia and Herzegovina and to study international experience in the field of determining the fate of missing persons. This experience is considered useful in terms of search, excavation, and exhumation work. As a result of this process, a memorandum of cooperation was signed between the Missing Persons Institute of Bosnia and Herzegovina and the State Commission on October 9, 2025.”
