Trial of the former head of the Ministry of Defense’s Central Military Medical Commission has begun

The preliminary hearing for the criminal case against Rasim Hasanov, the former head of the Central Military Medical Commission of the Ministry of Defense, has been held.

elchi reports that during the proceedings held today at the Baku Military Court, presided over by Judge Anar Rzayev, the defendant’s personal details were verified, and the rights and obligations of the parties were explained. Subsequently, the defense attorney for the accused, Sabir Abdinov, filed a motion. He stated that the part of the indictment accusing his client of accepting a bribe of 4,500 manats should be excluded, as Rasim Hasanov was neither the head nor a member of the Ministry of Defense’s Central Military Medical Commission at that time. He also requested that his client be placed under house arrest, citing that he has a minor child in his care and suffers from health issues. The public prosecutor stated that the motion for house arrest should not be granted and that the other motion should be considered during the main trial session.

The court decided not to grant the motion for house arrest, left the other motion pending, and scheduled the case for trial.

The trial session is set for April 23.

According to the information, the investigation into the criminal case initiated by the Main Anti-Corruption Department under the Prosecutor General regarding Rasim Alovsat oglu Hasanov’s alleged acceptance of bribes in various amounts from citizens and other illegal acts during his tenure as the head of the Ministry of Defense’s Central Military Medical Commission has been concluded.

The preliminary investigation established reasonable suspicion that while serving in the aforementioned positions between 2021 and 2025, Rasim Hasanov abused his official powers to repeatedly accept bribes from various individuals in exchange for certifying military personnel for discharge, and committed official forgery.

Based on the collected evidence, Rasim Hasanov has been charged under Articles 311.3.2, 311.3.3 (repeated bribery on a large scale), 313 (official forgery), and 341.2.3 (abuse of official powers leading to grave consequences) of the Criminal Code of the Republic of Azerbaijan. Based on the motion of the investigative body and the submission of the prosecutor overseeing the preliminary investigation, the court selected a preventive measure of detention.
