Restrictions are envisaged regarding the engagement of civil servants in additional paid activities, their participation in the activities of political parties, and their foreign travel.
“Elchi” reports that these provisions are reflected in the draft law “On the approval and entry into force of the Civil Service Code and related legal regulation,” which was discussed at today’s meeting of the Milli Majlis Committee on Legal Policy and State Building.
According to the draft, civil servants will be prohibited from the following:
– holding additional paid, elective, or appointive positions, except for cases of temporary replacement and performance of duties for a vacant position as provided for in labor legislation;
– engaging in entrepreneurial, commercial, and other paid activities, except for scientific and pedagogical activities with the written consent of the head of the state body where they serve;
– acting as a representative of third parties in matters concerning state bodies, institutions, or local self-government bodies;
– traveling abroad at the expense of an international organization, a foreign state, or a foreign individual or legal entity without the permission of the head of the state body;
– participating in the activities of political parties during service hours;
– using the status of a civil servant for religious propaganda and giving an official character to religious ceremonies in institutions that are part of the structure of state bodies;
– participating in strikes and other actions that disrupt the work of state bodies.
