At the invitation of the Ministry of Public Security of the People’s Republic of China (PRC), a delegation led by Colonel-General Ali Naghiyev, Chief of the State Security Service (SSS) of the Republic of Azerbaijan (AR), visited the city of Lianyungang in Jiangsu Province, PRC.

Within the framework of the visit, the delegation participated in the 5th Global Public Security Cooperation Forum, which was attended by high-ranking officials representing various countries and international organizations.
During the event, where issues related to combating terrorism, strengthening international partnerships, implementing new technologies in this field, and improving management mechanisms were discussed, a final document titled “2026 Global Counter-Terrorism Action Plan” was adopted.
Within the framework of the forum, SSS Chief Colonel-General Ali Naghiyev met with Wang Xiaohong, member of the State Council of the People’s Republic of China and Minister of Public Security.
Colonel-General Ali Naghiyev expressed his gratitude for the invitation and extended his deepest condolences to the friendly Chinese people and the families of the victims regarding the disaster that occurred in Tibet, which resulted in the deaths of citizens of other countries alongside China. He emphasized that the Azerbaijani people share the grief of the Chinese people over these heavy losses and stand in solidarity with those affected.
During the meeting, an exchange of views took place regarding the current security situation in the world and the nature of modern threats, the current level of relations between the two agencies was highly appreciated, and future cooperation prospects in areas of mutual interest were reviewed.
It was noted that in a period when the international situation is becoming more complex, military conflicts continue in various regions, and additional risks are emerging for the global economy, it is essential to fight against growing threats based on mutual trust and respect, as well as operational information exchange. It was highlighted that the relations between Azerbaijan and China are strategic in nature and are based on the principles of respect for sovereignty and mutual support.
The parties expressed their intentions to contribute to the implementation of agreements reached between the heads of state, to deepen cooperation in the fight against terrorism, transnational organized crime, and fraud committed using telecommunication systems, as well as to further develop relations between law enforcement and security agencies.
At the end of the meeting, an Agreement on cooperation in the field of ensuring security was signed between the State Security Service of the Republic of Azerbaijan and the Ministry of Public Security of the People’s Republic of China.
