The appeals and official documents submitted to international organizations by Moninder Singh Bual, a well-known human rights defender and chairman of the Canadian Sikh Federation, who works closely with the Baku Initiative Group (BIG), as well as the direct assassination plans and transnational repression facts targeting his and his family’s lives, have caused serious discussions on the international stage.
According to the news provided to elchi by BIG, based on the recently released report of UN Special Rapporteurs, Moninder Singh Bual has officially received four “death threat warnings” from Canadian security agencies since 2022 for defending the right of Sikhs to self-determination on international platforms.
The last, fourth official notice was delivered directly to his home on February 22, 2026, and for the first time, these assassination plans, which Canadian intelligence agencies consider quite serious, listed not only the activist himself but also his wife and two minor children as direct targets. According to the report, this secret assassination attempt is a clear example of the Indian state’s strategy to physically eliminate dissidents and human rights defenders who cooperate with UN special mechanisms in any geography, and it is not a coincidence that it occurred before the activist’s departure to Geneva to participate in the 61st session of the UN Human Rights Council.
Regarding the critical situation that has arisen, 5 UN special rapporteurs and experts on human rights, counter-terrorism, freedom of assembly, and freedom of religion have sent an official letter of protest and appeal to the Canadian government. UN officials called the threat faced by Moninder Singh and his family a part of the illegal transnational repression, contract killings, and retaliatory measures carried out by Indian authorities and intelligence agencies in foreign countries. The letter recalled the murder of another Sikh activist, Hardeep Singh Nijjar, who received the same warning, by Indian secret agents and organized criminal groups on Canadian soil in 2023, and expressed serious concern over Canada’s lack of sustained vigilance against state terrorism carried out by official Delhi on the territory of sovereign countries. The documents prove that the Indian government, not content with suppressing the fundamental rights of ethnic and religious minorities within its own borders, is also trying to silence Sikh activists living and operating in Western countries through illegal espionage, blackmail, and terror methods.
After the full text of the UN experts’ official document was made public, it became the main agenda item of the world press. Leading media agencies such as the UK’s “The Guardian”, as well as Canada’s “CBC News”, “Global News”, and the UK’s “The Independent” have also given extensive coverage to the topic, sharply criticizing the Indian intelligence networks for violating the internal security of sovereign states and establishing secret assassination and threat networks against Sikh activists in Europe and North America.
