“The vast majority of subsidy mechanisms to be applied in the livestock sector are new.”
elchi reports that Rashad Huseynov, Director of the Agrarian Research Center, stated this during a public hearing at the Milli Majlis Agrarian Policy Committee regarding the tasks arising from the “State Program for the Development of Production and Processing of Agricultural, Fishery, and Aquaculture Products for 2026-2030”.
He noted that within this framework, the application of product subsidies for animals slaughtered in slaughterhouses, product subsidies for milk involved in processing, and time-bound tax and customs concessions are envisaged: “Thus, it is targeted to increase the self-sufficiency level for milk from 81 percent to 94 percent, and for beef from 83.7 percent to 100 percent.”
The Center’s director noted that by 2030, an increase in production volume in the sheep breeding sector by approximately 9 percent is planned: “This, in turn, will allow the self-sufficiency level to reach 100% from 94.2 percent. In this direction, support mechanisms will be applied for the creation of new intensive sheep breeding farms. Here, subsidies and concessionary mechanisms for the establishment of farms, purchase of equipment, and infrastructure provision are envisaged. In parallel, the application of product subsidies for wool and leather products is planned. This is one of the new approaches for the country. At the same time, in order to improve feed supply, the restoration of 480 thousand hectares of pastures and grazing lands will be encouraged, and the allocation of subsidies for these areas is being considered.”
