Criminal case initiated regarding irregularities in the application of subsidies and concessions in the plant growing sector

A criminal case has been initiated regarding irregularities detected in the application of subsidies and concessions in the plant growing sector.

According to “Elchi”, the Chamber of Accounts has appealed to the Main Anti-Corruption Department under the Prosecutor General in this regard. Based on the appeal, the department has initiated a criminal case under the relevant articles of the Criminal Code, and an investigation is underway.

It should be noted that the audit conducted by the Chamber of Accounts on the efficiency and effectiveness of state support in the plant growing sector identified serious deficiencies in the management of subsidy mechanisms, monitoring, reporting, and control. The audit covered the period from the beginning of 2022 to April 1, 2025. According to the report, 10.1 million manats were paid in subsidies for destroyed crop areas, and 3.7 million manats were paid due to discrepancies in indicators for cotton and tobacco. Furthermore, it was reported that 34.55 million manats in planting subsidies were paid for 157,000 hectares of land, and 24.2 million manats were paid to 19 farmers.

The Chamber also noted that in some cases, overpayments were made for product subsidies and equipment concessions, and a portion of the subsidies was transferred to the farmer cards of individuals rather than the accounts of legal entities. During the audit, it was also discovered that 18.8 million manats in planting subsidies were used without electronic invoices.

The Chamber of Accounts has provided recommendations to the relevant authorities regarding increasing the efficiency of state support in the plant growing sector, strengthening monitoring, and eliminating deficiencies that create financial liabilities.
