Investigation of 8 criminal cases related to military conscription conducted this year

To reveal and prevent violations of the law related to military conscription, and to increase transparency and fight corruption in this area, the Prosecutor General’s Office, together with the State Service for Mobilization and Conscription (SSMC) and other relevant state bodies, is continuously carrying out comprehensive measures.

“Elchi” reports that this was stated in a statement released by the Prosecutor General’s Office.

It was reported that for this purpose, from January 2026 to the present, comprehensive investigations have been conducted into 124 officials and 121 individuals suspected of involvement in illegal acts, based on official information submitted by the SSMC to the Main Department for Combating Corruption under the Prosecutor General, as well as citizen appeals.

It was also noted that during the specified period, the operational units of the Main Department conducted 4 operational-search measures related to violations of legislation in the field of military conscription, as a result of which criminal cases were initiated and sent to the Investigation Department.

In total, since January 2026, preliminary investigations have been conducted into 8 criminal cases against officials of the SSMC and other individuals. Preliminary investigations into 5 criminal cases against 8 individuals (7 officials and 1 citizen) have been completed and sent to the relevant courts for review. Regarding the cases sent to court, pre-trial detention was chosen as the primary measure of restraint for 6 accused individuals, along with removal from office as an additional measure, and police supervision for 2 individuals.

Preliminary investigations are currently ongoing into 3 criminal cases, and pre-trial detention and removal from office have been applied as measures of restraint against 2 individuals in 1 of these criminal cases.

During the preliminary investigation, commission forensic medical examinations were appointed for 9 conscripts in 3 criminal cases. Based on the results of the examinations, 1 person was deemed fit for military service, 2 people were granted deferment from service, and examinations are ongoing for the other 6 individuals.

In criminal cases and materials under investigation at the Main Department for Combating Corruption under the Prosecutor General, as well as in the prosecutor’s offices of various regions (cities) of the republic, it has been determined that conscripts with health problems were sent to service and subsequently discharged prematurely due to incomplete medical examinations and incorrect diagnoses, as well as violations of internal inspections in the local bodies of the SSMC.

To eliminate the identified shortcomings, a total of 32 submissions were sent to the relevant bodies (including 18 to the SSMC, 6 to the Ministry of Health, 4 to the Ministry of Health, 3 to the State Medical Insurance and Expertise Agency, 1 to the Forensic Medical Examination and Pathological Anatomy Center of the Ministry of Defense). Of these, 14 covered ensuring that documentation in 35 local structures of the Service is compiled in accordance with legislative requirements. As a result of the measures taken, 2 employees of the SSMC were subjected to disciplinary action, 4 doctors and 10 officials, as well as 1 individual, were warned, and discussions were held in the relevant collectives.

Currently, proceedings are ongoing regarding 5 submissions.

Measures to ensure transparency in the field of military conscription, prevent corruption offenses and other negative situations will continue to be resolutely pursued in cooperation with relevant state bodies, and the public will be informed of the results.
