“Due to the harvest season, the movement of horse-drawn carriages on public roads has intensified. However, the increase in the number of road traffic accidents involving these types of vehicles due to non-compliance with safety rules is a cause for serious concern.”

elchi reports that this was stated in an appeal by the Main State Traffic Police Department of the Ministry of Internal Affairs.

It was noted that in the last month, 1 person lost their life and 3 people were injured in road traffic accidents involving horse-drawn carriages:

“On September 22, in the Jalilabad district, during dark hours, a collision between a passenger car and a horse-drawn carriage resulted in injuries to 3 people in the carriage. In an incident that occurred in the Barda district on September 27, the carriage driver lost his life.

These incidents once again show that neglecting safety requirements while horse-drawn carriages are on the road can lead to severe consequences. Horse-drawn carriages must also be operated in accordance with established rules when moving on public roads.”

It was stated that, according to the rules, horse-drawn carriages can be operated on public roads by persons who have reached the age of 14:

“Horse-drawn carriages must move in the right lane of the road, as far to the right as possible, and in a single file. When entering a main road from an adjacent area or a secondary road where visibility is limited, the carriage driver must lead the animal by the bridle.
Horse-drawn carriages must be equipped with reflective devices, and their drivers must obey traffic light and traffic controller signals, as well as the requirements of road signs and road markings. Horse-drawn carriages should not be driven across railway tracks during dark hours or in conditions of limited visibility.”

The Main State Traffic Police Department calls on those operating horse-drawn carriages to strictly follow the rules, especially to pay close attention to visibility and safety requirements during dark hours.
