Eshgi Baghirov, Director of the State Agency for Preschool and General Education (MÜTDA), has clarified the issue of the selection process for full-time teachers.
“Elchi” reports that he provided this information during the “Pressing” program broadcast on Public Television.
According to him, in the first stage, the concept of a full-time teacher will be applied to schools that have transitioned to per-capita financing:
“There will be more detailed rules and selection criteria regarding the initial selection. However, based on the initial baseline indicators, the selection will be conducted among teachers who have shown the highest results in the certification process, are genuinely willing to participate in this process, agree to the working conditions, and possess sufficiently distinguished competencies. This process will start from 2027. In some cases, teachers who have high results and have generally passed various assessments are provided with very few teaching hours in schools. Sometimes they settle for 6, and sometimes 12 hours of classes. This may also be related to teacher density. In some cases, it is organized in this form by the teachers’ own will and desire. We believe that this is not a very desirable picture for the general education system”.
MÜTDA chairman emphasized that a teacher’s connection and commitment to the school should be closer:
“If they hold the position of a teacher, they should spend a larger part of their time at school. At the same time, they should conduct more assessments, analyze results, work with children who show weak results, establish contact with parents, and communicate. This is the essence of the full-time teacher concept“.
Let us recall that Minister of Science and Education Emin Amrullayev stated in one of his speeches that 20,000 full-time teacher positions will be created in stages. He also noted that full-time teachers will not be involved in the certification process again.
