The “Action Plan for 2026–2030 for the implementation of the Employment Strategy”, approved by the new Decree of President Ilham Aliyev, will ensure the implementation of measures in 6 priority areas.

These include the implementation of employment-oriented economic development policy, support for micro, small, and medium-sized enterprises, improvement of the regulatory legal framework and institutional structure in the field of labor market regulation, development of workforce skills and improvement of labor standards, and expansion of the scope and increase in the efficiency of active employment measures.
Furthermore, the list of measures to be taken includes strengthening the integration of citizens who have special needs for social protection and difficulty in finding employment into the labor market, developing social dialogue and preventing informal labor relations, and developing the labor market monitoring and forecasting system.
The document provides for the creation of new mechanisms to support youth startup projects in the regions and to encourage the formation of individuals involved in the self-employment program as business entities.
According to the action plan, in 2026–2030, in order to create sustainable jobs, access to quality consulting services for SME entities will be expanded, and the application of modern technologies will be increased to raise labor productivity in the agricultural sector. In particular, measures will be implemented in the field of developing tourism infrastructure in rural areas.
A draft law “On Employers’ and Entrepreneurs’ Associations” will be prepared, legislation on labor migration will be improved, and a regulatory legal framework will be created for the establishment of a new mechanism for on-the-job learning (apprenticeship and internship).
Also, during the mentioned period, it is planned to expand the digitalization of services provided in the field of employment, create services based on artificial intelligence in the process of ensuring employment, expand the network of vocational training centers, create flexible working time regime models based on international experience, create the “Electronic Atlas of Professions” information system, and continuously update professional and qualification standards.
Furthermore, in the context of the transition to a “Green economy”, it is planned to improve vocational training programs to acquire modern skills, expand the scope of the dual vocational education model, increase the number of active employment programs for persons with special needs for social protection and difficulty in finding employment, and organize online and hybrid training for unemployed and job-seeking persons (especially youth) in the regions.
It is also intended to take measures towards the legalization of labor relations by using the unified electronic information resource “Control over informal employment”, implement measures to support the employment of able-bodied persons who have graduated from state children’s institutions, and conduct periodic surveys by educational institutions to study the adaptation of graduates to the labor market, etc.
