The protection of individuals who report corruption is being strengthened, and new accountability mechanisms are being introduced for civil and municipal servants.
“Elchi” reports, citing yenisabah, that the matter is reflected in the proposed amendments to certain laws in connection with the implementation of the law on amending the Law “On Combating Corruption,” which was discussed at today’s session of the Milli Majlis.
According to the draft, during the attestation of individuals who report corruption-related offenses, the participation of the authorized structural unit or person in the field of anti-corruption in that process is prohibited. At the same time, when disciplinary measures are applied against such whistleblowers for retaliatory purposes, the burden of proof for the arguments presented will fall on the employer.
According to the amendments, civil and municipal servants will be required to report cases involving illegal material and non-material benefits, privileges, and concessions to the authorized structural unit or person designated for anti-corruption, instead of their direct supervisor. The same mechanism will also be applied to matters concerning the acceptance of gifts, conflicts of interest, and ethical conduct rules.
The draft was prepared with the aim of improving legislation in the field of anti-corruption and harmonizing existing norms.
