President’s special representative: Lachin and Kalbajar are being rebuilt, new residential neighborhoods are being established

Life is returning to Lachin step by step.

“Elchi” reports that this was stated by Masim Mammadov, the Special Representative of the President in the Lachin district, which is part of the East Zangezur economic region, at the event titled “Lachin-Kalbajar: The path from urbicide and conflict to post-conflict reconstruction” held within the framework of WUF13.

 

He noted that Lachin and Kalbajar are being rebuilt and new residential settlements are being established:

According to Masim Mammadov, Karabakh is one of the strategic regions with complex and difficult environmental conditions: “Therefore, the restoration process here is not limited to reconstruction alone; it also requires modern approaches in planning, management, and public participation. In particular, ensuring sustainable development and creating long-term living conditions for residents are among the main priorities. For us, reconstruction does not just mean physical restoration. It is also about creating sustainable communities and ensuring the return of people to their native lands in safe and transparent conditions.”

The special representative pointed out that large-scale reconstruction projects are being implemented today: “New residential neighborhoods are being established, and engineering infrastructure, roads, hospitals, parks, and educational institutions are being rebuilt. But perhaps the most important issue is that the people themselves are at the center of this process. International events held in the region serve to strengthen Karabakh’s ties with the international community. At the same time, global challenges call on us not to be satisfied with reconstruction alone. Practical steps aimed at climate change and ensuring long-term sustainability have already become a key part of the development strategy. It is precisely this vision that is being implemented in Karabakh today. Because, ultimately, post-conflict recovery is not just about rebuilding cities. It is about the return of people to their homes. Our main priority is to turn the country’s stability into a space for humanitarian development.”
