Amendments are being made to the laws “On Road Traffic” and “On Highways”

Amendments are being made to the laws “On Road Traffic” and “On Highways”.

“Elchi” reports that Prime Minister Ali Asadov has signed a decree in this regard.

According to the decree, the Ministry of Internal Affairs, in coordination with the Ministry of Justice, the Ministry of Economy, the Ministry of Finance, and other relevant state bodies (state legal entities) to be determined during the implementation process, must submit to the Cabinet of Ministers within two months a draft procedure for the refund of the fee paid for the towing and storage of a vehicle to its owner, in accordance with the second sentence of item 2 of the “Note” to clause 10 of the first part of Article 85 of the Law “On Road Traffic”.

The Ministry of Justice, in coordination with the Ministry of Digital Development and Transport, the Ministry of Internal Affairs, the Ministry of Economy, the Ministry of Finance, the State Agency of Azerbaijan Automobile Roads, and other relevant state bodies (state legal entities) to be determined during the implementation process, must submit to the Cabinet of Ministers within five months its proposals regarding the alignment of the Cabinet of Ministers’ normative legal acts with the Law of the Republic of Azerbaijan No. 361-VIIQD dated February 24, 2026, “On amendments to the laws of the Republic of Azerbaijan ‘On Road Traffic’ and ‘On Highways'” and the Decree of the President of the Republic of Azerbaijan No. 642 dated April 14, 2026, “On the application of the Law of the Republic of Azerbaijan No. 361-VIIQD dated February 24, 2026, ‘On amendments to the laws “On Road Traffic” and “On Highways”‘ and amendments to some decrees of the President of the Republic of Azerbaijan in connection with this” (hereinafter – the Decree).

Central executive authorities, no later than four months, must take measures arising from their rule-making duties within their competence to ensure the implementation of the Law and the Decree, submit their normative legal acts or information about the absence of such proposals to the Ministry of Justice, and inform the Cabinet of Ministers when the implementation status requires it.

The Ministry of Justice must ensure the alignment of the normative legal acts and acts of a normative nature of the central executive authorities with the Law and the Decree, and inform the Cabinet of Ministers about this within six months.
