Diplomas of 255 people studying abroad have not been recognized

In the first quarter of 2026, the Quality Assurance in Education Agency received 1305 applications regarding the recognition of foreign qualifications.

This was reported to “Elchi” by the Quality Assurance in Education Agency.

Positive decisions were made regarding 1050 of the applicants and relevant certificates were presented to them, while the applications of 255 people were concluded with a negative decision.

“Looking at the applications that ended with a negative decision, it is possible to point out 110 cases of insufficient time spent in the country of study to master the study load as required by regulations, 50 significant differences (number of credits), 28 cases of insufficient time spent in the country of study to master the study load as required by regulations and significant differences, 14 forms of education, 10 non-authentic (fake) diplomas, 10 non-equivalent specialties, 9 inconsistencies regarding the document forming the basis for admission, 3 non-accredited higher education institutions, 3 veterinary (correspondence), 3 specialty mismatches, 2 non-accredited higher education institutions and insufficient time spent in the country of study to master the study load as required by regulations, 2 unlicensed Baku branches, 2 non-accredited branches and insufficient time spent in the country of study to master the study load as required by regulations, 2 significant differences and study load, 1 non-authentic diploma and insufficient time spent in the country of study to master the study load as required by regulations, 1 pharmacy (correspondence), 1 lack of placement of the relevant qualification within the qualification framework of the country where it was issued and significant difference, 1 insufficient time spent in the country of study to master the study load as required by regulations and inconsistency regarding the education forming the basis for admission, 1 insufficient time spent in the country of study to master the study load as required by regulations and specialty mismatch, 1 study load, 1 form of education and significant difference,” the report noted.

By country, 445 applications were recorded from the Republic of Turkey, 356 from the Russian Federation, 203 from Ukraine, 73 from the United Kingdom, 46 from Georgia, 27 from the Republic of Poland, 21 from the Italian Republic, 19 from Hungary, 12 from the Federal Republic of Germany, 11 from the Republic of Belarus, 10 from the United States of America, 9 from the Republic of Korea, 6 each from the Republic of Kazakhstan and the People’s Republic of China, 5 each from the Republic of Austria and the Swiss Confederation, 4 each from the Czech, Latvian, Lithuanian, Uzbek republics and the Kingdom of Sweden, 2 each from the French, Kyrgyz, Islamic Republic of Iran, Arab Republic of Egypt, Malaysia, as well as the kingdoms of the Netherlands and Belgium, and 1 each from Estonia, Indonesia, Costa Rica, Moldova, Ghana, Sudan, Yemen, the People’s Republic of Bangladesh and the Islamic Republic of Pakistan, the State of Israel, Canada, Luxembourg, Japan, as well as the kingdoms of Denmark and Spain.

Regarding the most applied-for specialties, 135 applications were recorded for law, 78 for economics, 69 for finance, 67 for medicine, and 63 for business administration,” the report stated.
