Proposed amendments to the Law “On the Status of Refugees and Internally Displaced Persons” were adopted in the third reading at today’s plenary session of the Milli Majlis.
elchi reports that, according to the document, the status of internally displaced persons (IDPs) will be revoked for those who are relocated to liberated territories, provided with housing by the state, or refuse the offered housing. Along with this, they will continue to be covered by social protection measures for 3 years after their status is revoked.
Member of the Milli Majlis Vugar Bayramov stated that whatever benefits are currently provided for former IDPs, they will be able to use those benefits for 3 years after being provided with housing by the state.
The deputy noted that, according to the rules of the Cabinet of Ministers, a monthly payment of 60 manats is made for each family member who has the status of an IDP and the right to receive an allowance:
“At the same time, when children of former IDP families are admitted to state universities on a paid basis, their tuition fees are covered by the state. In addition, there are discounts on a number of fees. According to the new amendments, those benefits and social support mechanisms will remain in effect for three years after being provided with housing.”
He also pointed out that, for example, if a child of a former IDP family has the right to a discount when entering university, this right will cover the entire period of study, even if the duration of their education exceeds 3 years:
“That is, if a student has the right to a discount when admitted to the university, that right will remain in effect throughout their entire period of study.
The latest amendments demonstrate that the social support provided by the state to former IDPs is of a continuous nature. This step shows that after former IDPs return to their native lands and are provided with housing by the state, they will continue to be covered by social care for a certain period.”
