MÜTDA: Use of mobile phones by students during lessons and classes is prohibited

By the relevant Collegium Decision of the Ministry of Science and Education, new Rules regulating the use of mobile and electronic devices in preschool groups and general education institutions have been approved.

“Elchi” reports that Zenfira Sevdimali, Head of the Public Relations Sector of the State Agency for Preschool and General Education (MÜTDA), announced this information.

“This Decision is directly aimed at ensuring the implementation of the Decree of the President of the Republic of Azerbaijan regarding the protection of children from harmful content in the digital environment,” she stated.

It was noted that the main essence of the new rules is to increase the quality of education in general education schools, focus students’ attention on lessons, and protect them from the negative effects of the digital world.

According to the rules, students are prohibited from using mobile phones, tablets, smartwatches, and other similar devices during lessons and classes. Devices brought to school by students must be turned off or kept in silent mode in special places determined by the school administration until the end of the lesson.

Devices can only be used with the teacher’s permission and supervision, purely as auxiliary tools for educational purposes. The use of mobile and electronic devices is permitted only in necessary cases (natural disasters and other emergencies, health conditions, etc.).

Monitoring cases of violation of the rules will be regulated by the school’s internal disciplinary rules. If unauthorized use of devices is detected, the parent (or other legal representative) will be immediately informed within 1 working day, an individual preventive conversation will be held with the student, the parent will be invited to the school for a joint discussion with teachers, and the student will be involved in educational measures.

These rules are not just a “prohibition” mechanism. The rules emphasize that regular awareness-raising events will be held in schools for students, teachers, and parents on topics such as information security, points to consider during electronic games, and ensuring cybersecurity.

The new decision does not completely reject technology in schools; on the contrary, it aims to create a safe learning environment by limiting its uncontrolled use.
