“Elchi” reports that the State Service for Control over the Use and Protection of Water under ADSEA has released information regarding this matter.
It was stated that permission for use for special purposes is required only for legal entities and individuals engaged in entrepreneurial activities without creating a legal entity.
“General use of water bodies is the right of every citizen. People can use water bodies free of charge for swimming, boating, sports, amateur fishing, watering livestock, and meeting other personal needs.”

“In addition, in areas without centralized water supply, landowners may drill and operate wells within the boundaries of their land plots to use water from the first non-pressure aquifer to meet their needs.”
The State Service emphasized that no permission or payment is required for water use for personal household purposes:
“If a citizen uses a well drilled in their yard for drinking or irrigation purposes, or draws water from rivers and other water bodies for their personal household, there is no need to obtain permission or make any payment for this.”
