According to the legislation, a driver who violates traffic rules is fined and, in some cases, penalty points are added to their record. Once penalty points exceed 20, the driver’s driving privileges are temporarily restricted. However, there is an issue here; for example, if there is a 60 AZN fine for violating stopping and parking rules, there is no need to apply two penalty points. I believe that the penalty points should be abolished in this case.
Transport expert Eldaniz Jafarov said this in his statement while discussing the penalty points applied for violating stopping and parking rules.
The expert noted that drivers in an urban environment often have to violate stopping and parking rules:
“It is known that in an urban environment, a driver can often violate stopping and parking rules, whether intentionally or unintentionally. It should also be noted that fines are currently being applied via surveillance cameras, and the camera issues a fine for every instance of a stopping and parking violation. Sometimes, when you investigate, you see that there are also unjustified fines here.”
The expert believes that, in general, the penalty point system should be maintained:
“In general, we cannot abolish the penalty point system. It is a deterrent tool where, in addition to paying a fine, penalty points are applied so that someone does not repeatedly violate the rules by relying on their economic status. It would just be better if points were not applied for certain violations, such as stopping and parking rules.”(axar.az)
