President Ilham Aliyev has signed a Decree on additional measures to combat the dangerous and harmful effects of floods and flash floods.
According to elchi, the Decree states that heavy rainfall and resulting flash floods during March and April of this year caused serious destruction in Baku and various regions of Azerbaijan, inflicting significant damage to agriculture, infrastructure (roads, bridges, electricity) facilities, and residential houses. Relevant state bodies analyzed the current situation, and as a result of operational and urgent measures, practical work was carried out to eliminate the consequences, including draining flooded areas, ensuring the unobstructed passage of floodwaters, evacuating the population, ensuring safety, and carrying out infrastructure restoration and construction work.
According to the Decree, in order to ensure the continuity of the work being done to eliminate the consequences of the damage caused by heavy rainfall and flash floods in Baku and various regions of Azerbaijan, as well as to prevent similar incidents in the future, a total of 85 million 869 thousand 260 manats has been allocated from the President of the Republic of Azerbaijan’s reserve fund provided for in the 2026 state budget of the Republic of Azerbaijan for the implementation of the measures provided for in the Annex to this Decree. This includes 8 million 876 thousand 210 manats to the Ministry of Emergency Situations of the Republic of Azerbaijan, 1 million 437 thousand 315 manats to the Baku City Executive Power, 21 million 443 thousand 875 manats to the State Water Resources Agency of Azerbaijan, 39,103,600.0 (thirty-nine million one hundred three thousand six hundred) manats to the State Agency of Azerbaijan Automobile Roads, and 15,008,260.0 (fifteen million eight thousand two hundred sixty) manats to “Azerishig” Open Joint Stock Company.
The Ministry of Finance has been instructed to ensure financing in the amount specified in this Decree, and the Cabinet of Ministers has been instructed to resolve issues arising from this Decree.
