President Ilham Aliyev has signed a decree on making amendments to certain decrees and an Order of the President of the Republic of Azerbaijan in connection with the implementation of the Decree of the President of the Republic of Azerbaijan No. 546 dated December 10, 2025, “On improvement of the structure and management of local executive authorities”.
“Elchi” presents the text of the decree:
1. In the Decree of the President of the Republic of Azerbaijan No. 207 dated September 17, 1994, “On improvement of the management system in camps where refugees and displaced persons are settled” (Information of the Supreme Soviet of the Republic of Azerbaijan, 1994, No. 18, Article 257 (Volume I)), in part 2, the words “representative of the authority, deputy representative, secretary of the representation” shall be replaced by the words “representative of the head of the authority, chief advisor–keeper of household records, cleaner”.
2. The following amendments shall be made to the “Classification Collection of Administrative and Auxiliary Positions” approved by the Decree of the President of the Republic of Azerbaijan No. 911 dated August 4, 2003 (Collection of Legislation of the Republic of Azerbaijan, 2003, No. 8, Article 440 (Volume I); 2024, No. 5 (Book I), Article 526; 2025, No. 5, Article 444, No. 9, Article 817; Decree of the President of the Republic of Azerbaijan No. 624 dated March 19, 2026):
2.1. In paragraph 2.1.8.4, the word “authorities” shall be replaced by the word “heads”, the word “for” shall be added after the word “districts” in the second instance, and the words “, senior advisor, leading advisor” shall be removed from that paragraph in the second instance;
2.2. Regarding sub-item 2.3.4:
2.2.1. In the 3rd paragraph, the words “, in the representations of the head of the local executive authority for the administrative-territorial district and for the sectoral administrative-territorial district” shall be removed, and the period at the end of that paragraph shall be replaced by a semicolon;
2.2.2. the following 4th paragraph shall be added:
“4. leading specialist in the representations of the head of the local executive authority for the administrative-territorial district and for the sectoral administrative-territorial district.”.
3. In item 2.4 of the “Rules for the preparation and adoption of normative acts of local executive authorities and local self-government bodies” approved by the Decree of the President of the Republic of Azerbaijan No. 508 dated October 26, 2011 (Collection of Legislation of the Republic of Azerbaijan, 2011, No. 10, Article 892 (Volume I)), the words “legal department” shall be replaced by the words “structural unit for legal affairs”.
4. The following amendments shall be made to the “Instruction on documentation in the offices of heads of district, city, and city district executive authorities of the Republic of Azerbaijan” approved by the Order of the President of the Republic of Azerbaijan No. 347 dated March 6, 2000 (Collection of Legislation of the Republic of Azerbaijan, 2000, No. 3 (Book I), Article 186 (Volume I); 2024, No. 5 (Book I), Article 529):
4.1. In item 3, in the first and second paragraphs of item 7, in item 8, in the second sentence of item 9, in the second sentence of the second paragraph of item 10, in the first sentence of item 12, in the first and third paragraphs of item 15 and in the first sentence of the second paragraph, in the second paragraph of item 17, the words “Department for work with documents and citizens’ appeals” in the appropriate cases of the noun shall be replaced by the words “structural unit for documents and citizens’ appeals” in the appropriate cases of the noun;
4.2. In the first sentence of the first paragraph of item 25, the words “legal department” shall be replaced by the words “structural unit for legal affairs”;
4.3. In item 28, the words “to the Department for work with documents and citizens’ appeals” shall be replaced by the words “to the structural unit for documents and citizens’ appeals”;
4.4. In the first paragraph of item 29 and in item 30, the words “Department for work with documents and citizens’ appeals” shall be replaced by the words “Structural unit for documents and citizens’ appeals”;
4.5. In item 31, the words “Department for work with documents and citizens’ appeals” shall be replaced by the words “structural unit for documents and citizens’ appeals”;

4.7. 4.8. Regarding item 55:

4.9.
