Gudrat Hasanguliyev, Chairman of the Azerbaijan Democratic Party (ADP), Deputy Chairman of the Defense, Security and Anti-Corruption Committee of the Milli Majlis, spoke at today’s plenary session of the Parliament and shared his views during the discussion of the legislative work plan of the Milli Majlis of the Republic of Azerbaijan for the 2026 spring session.
Elchi.az reports with reference to Xalqcəbhəsi.az that the MP said: “Honorable Chairman, colleagues, media representatives! I will vote for the work plan. Honorable Chairman, first of all, I would like to express my gratitude to you for your contribution to interstate cooperation, and I would like to note that our legislation recognizes the 44-day war between Armenia and us as the Patriotic War. According to the Constitution, the consent of the Milli Majlis is required for the signing of a peace agreement. An initial peace agreement was signed last August, and the peace agreement was also initialed. Therefore, a peace agreement needs to be discussed in Parliament. Therefore, I propose that it be included in the work plan. I would also like to bring to your attention that currently, goods are transported to Armenia through Azerbaijan, and Azerbaijan itself sells fuel to Armenia, precisely because of the President’s contribution to peace and regional security, he was awarded the prestigious “Zayed Award for Human Fraternity” by the United Arab Emirates, and its solemn presentation ceremony will take place these days.”
The MP added: “If goods are transported to Armenia through Azerbaijan, I believe that we ourselves can restore the railway line from Azerbaijan to Armenia through Gazakh, including the railway line from Sadarak to Yerevan.
Currently, there is talk of opening roads between Turkey and Armenia by March. In order to ensure the rapid development of Nakhchivan, there must be a railway line to Nakhchivan, goods must be transported by rail, and we must be able to transport goods to Nakhchivan through Armenia. Regarding the Zangezur corridor, that is, the implementation of the TRIPP project, Mr. President said that it will take 3 years. In addition, the railway line from Kars, that is, from Turkey to Nakhchivan, will take approximately the same amount of time. But we can restore the railway line with Armenia in a short period of time, and I think that the government should take certain steps in this direction.”
In addition, Azerbaijan has expressed its support for the current government in Armenia, which is committed to signing a peace agreement. In fact, the opening of these lines and the sale of fuel to them allows the price of fuel to fall in Armenia, significantly, by 15 to 20 percent. If such work is being done, then I think we can demand from Armenia that if Armenia undertakes to change its Constitution in the future and remove the provisions that are accepted as a territorial claim against Azerbaijan there, then we can sign a peace agreement before the constitutional amendment, before the next elections in Armenia, that is, by June of this year. This, in fact, creates wide opportunities for peace and peaceful forces to represent the Armenian state and people.”
