The European Union (EU) proposes the construction of a direct passenger railway line to the Alat Free Economic Zone (AFEZ). The aim is to improve transport accessibility to the zone for workers and investors.
elchi reports, citing Trend, that this is stated in a report titled “Development of Azerbaijan’s Trade Sector: Policies, Constraints, and Opportunities,” prepared with the support of the EU.
The authors of the report note that the establishment of the Alat Free Economic Zone is a positive and strategically important step for Azerbaijan’s economic development, attracting investment, and creating new business opportunities. At the same time, the document emphasizes that a number of important factors must be taken into account to fully utilize the zone’s potential and ensure its long-term competitiveness.
“One such factor is ensuring transport accessibility to the zone for investors, workers, and enterprises. International experience shows that along with a favorable geographical location, efficient transport links with large urban centers and transport hubs play a crucial role in shaping the competitiveness of special economic zones.
Alat is located approximately 65 kilometers from the city center of Baku and currently has no direct connection to the capital’s center via metro, ferry, or suburban passenger railway transport. However, the successful operation and long-term development of the Alat Free Economic Zone largely depend on ensuring transport accessibility for investors, workers, and enterprises.
In this regard, establishing a railway connection with the “Absheron” station, located just 7 kilometers from the Baku Central Railway Station, and then developing the existing Hovsan-Alat railway line for passenger transportation can significantly improve Alat’s transport accessibility,” the report states.
It should be noted that the Alat Free Economic Zone, established by the decree of the President of Azerbaijan Ilham Aliyev dated May 22, 2020, is located near the Baku International Sea Trade Port, at the intersection of international transport corridors.
The zone is aimed at attracting investors who apply innovative technologies, use approaches consistent with the best international standards in their activities, and produce export-oriented products that create high added value.
