CICA Secretary General Changed

CICA Secretary General Kayrat Sarybay stated that the organization has achieved significant institutional development in recent years, and practical cooperation among member states has expanded.

“Elchi” reports that Kayrat Sarybay made these remarks during his speech at the plenary session of the 7th Summit of the Conference on Interaction and Confidence-Building Measures in Asia (CICA).

The Secretary General noted that since 2022, four new advisory bodies and mechanisms have been established and started operating within the CICA framework. According to him, about 100 events have been held in the past four years across five directions of the organization’s confidence-building.

Kayrat Sarybay emphasized that CICA member states have demonstrated their ability to reach a general consensus, achieve results through negotiations, and adopt political declarations and thematic documents.

He stated that Cambodia’s ratification of the Convention on Privileges and Immunities will contribute to the entry into force of the document and the strengthening of CICA’s legal status. Kazakhstan’s ratification of the amendments made to the host country agreement is also important for strengthening the organization’s institutional and legal foundations.

The Secretary General thanked the member states that supported the establishment of the CICA headquarters, as well as the Azerbaijani chairmanship for the presentation of the Karabakh horse sculpture. He expressed his gratitude to the President of Kazakhstan, Kassym-Jomart Tokayev, for his support in establishing the headquarters building.

According to Kayrat Sarybay, the CICA Secretariat has received voluntary financial contributions from 18 member states and seconded staff from eight countries during the 20 years of the organization’s operation. Currently, citizens of nine countries are represented in the Secretariat’s international staff.

Stating that his six-year term has ended, Kayrat Sarybay wished success to the future Secretary General of CICA, Ambassador Sultan Hajiyev, and called on member states to fully support his work.

He emphasized that it has been a great honor for him to serve CICA and expressed his readiness to continue supporting the organization in the future.
