Dear members of the Azerbaijani delegation.
I am sincerely glad to welcome you on the shores of our pearl, Lake Issyk-Kul.
I express my gratitude for accepting my invitation for a state visit to Kyrgyzstan. In Kyrgyzstan, they hold you in high regard – as the leader of brotherly Azerbaijan and a dear friend of the Kyrgyz people. Under your leadership, Azerbaijan is developing confidently, strengthening its position in the international arena, and playing an important role in ensuring peace and stability in the region. Today, the country is demonstrating impressive results, consistently implementing large-scale reforms, and resolutely defending its national interests. These recent achievements are built on a solid foundation laid by the National Leader of the Azerbaijani people, your father, the esteemed Heydar Aliyev. This path of development continues. You are ensuring the future development of the country and strengthening its role in regional and international processes.
Kyrgyzstan and Azerbaijan are united by historical roots and spiritual closeness. Our values are reflected in the rich cultural heritage of the two peoples. As the great Nizami Ganjavi said: “Every friend gained is a blessing bestowed by the heavens.” I would like to note with special pride that Kyrgyzstan and Azerbaijan have found a reliable friend in each other.
Dear Ilham Heydar oglu, your visit once again confirms the special character of Kyrgyzstan-Azerbaijan relations. We are entering a new stage in the development of bilateral interaction based on a foundation of strong friendship and mutual respect. There are no unresolved issues between Kyrgyzstan and Azerbaijan that could hinder the development of our strategic partnership. On the contrary, an atmosphere of complete trust and openness has been created, which allows us to move forward with confidence.
It is in such an atmosphere that important principles and initiatives are born, and decisions are made that shape the future of bilateral cooperation. It is especially important that all agreements reached are based on joint development and sincere efforts to achieve common goals. Kyrgyz-Azerbaijani cooperation has significant potential for further expansion of interaction in transport, energy, investment, security, education, and other fields.
I believe that today’s negotiations will traditionally be held in an atmosphere of trust and constructiveness. Important agreements aimed at the further development of bilateral relations will be reached following the results of the negotiations. Their consistent implementation will contribute to our common goal – improving the well-being of the brotherly peoples of Kyrgyzstan and Azerbaijan. The main political result will be the signing of the Treaty on Alliance Relations.

Dear friends.
First of all, I would like to express my gratitude for the invitation to pay a state visit to brotherly Kyrgyzstan and for the hospitality shown to me and the members of the delegation. This is not my first visit to your beautiful country, but based on my experience, I can say that the development taking place under your leadership, not only in this region but throughout the country, has made a great impression on me. First of all, I would like to congratulate you and the entire brotherly people of Kyrgyzstan on the great achievements made in socio-economic development, strengthening the country’s economic potential, and increasing its role in international issues.
As your friends and brothers, we always rejoice at your every success, and the results of your activities are clearly visible both in the construction sector and in the financial sphere, in the filling of the budget, which allows funds to be spent on the well-being of the people and the country. This brings us a sense of joy. Because we are friends, brothers, our peoples are united by common roots, and we consider the success of a brotherly country as our own success.
I would like to express my gratitude for the help in the restoration of Karabakh. The school we opened together in the Aghdam region bears the name of Manas, and children are already studying there. This school is another symbol of our brotherhood and will also remain forever as a monument to the unity of our peoples. The residents of not only Karabakh but all of Azerbaijan appreciate this. I am also glad that our relations in the humanitarian sphere are developing successfully: the recently held Days of Kyrgyz Culture in Azerbaijan and Days of Azerbaijan in Kyrgyzstan once again demonstrated how rich our culture is and the importance of such events that fully reveal the creative potential of our peoples.
You mentioned cooperation in various fields. Of course, I am sure that we will achieve all the goals we have set in all areas. I am glad that the Kyrgyz-Azerbaijani Fund is operating successfully. We have made a decision to increase the funds of the Fund, and several projects are already being implemented. I am sure that as the Fund develops, the number of projects will also increase. This will serve our common goals.
I am glad that Azerbaijan has also participated in the development of the infrastructure of Issyk-Kul and tourism here. Today, together with our colleagues, we will open the five-star “Baku” hotel. This is a manifestation of friendly and brotherly relations, as well as a small contribution of Azerbaijan to the development of the tourism potential of Issyk-Kul. What I saw yesterday when coming from the airport with you – both construction and infrastructure projects – made a very great impression.
Yesterday, we visited an area where all conditions have been created for playing golf. These conditions are of international level. I would like to congratulate you on these achievements. In all this, your personal loyalty to your people and country, and your efforts to accelerate development are felt. You are achieving this. We are sincerely happy about this. Of course, as you have already noted, we are elevating our relations to the level of alliance. This is the highest level of interaction. This reflects both the character and the spirit of our relations.
Thank you once again for the hospitality, and I am sure that the results of my state visit will serve to further strengthen our brotherly relations. Thank you.
