SEC: Cases of non-transparent methods in the issuance of foreign language certificates have been detected

elchi reports that Vafadar Misirov, Chief of Staff of the State Examination Center, stated this to journalists during the opening ceremony of the “Higher Education Institutions Exhibition” held at the SEC’s electronic examination building, organized by the State Examination Center.

He noted that the rules for verifying the equivalence and authenticity of foreign language certificates were approved by the decision of the Board of Directors of the State Examination Center in 2023, and inspections are carried out based on those rules:

“There are certain dissatisfactions and complaints among people regarding the verification of foreign language certificates, etc. Briefly, I would like to state that the main international language certificates were prepared and issued by taking exams at home, not in certain certification centers. Naturally, cases of the use of certain non-objective, non-transparent methods were detected there as well. Therefore, we are re-verifying citizens who hold those certificates in accordance with our rules.”

He stated that the certificates undergo international verification: “There are certain complaints that this is an international certificate, why are you checking it, you should believe it. But I would like to note that the Educational Testing Service (ETS) company, which issues those certificates, informed us in response to our inquiries regarding certain certificates that some certificates are fake. During this year, 162 of the verified international language certificates were confirmed, but 11 were not accepted because they were fake and obtained through non-transparent methods.”
