A mandatory quota for the minimum number of parking spaces for residential and non-residential facilities (complexes, zones) has been approved.

For the intended construction objects, a reduction of parking spaces by 50% will be allowed in settlements with a population of up to 50,000 people, and by 25% in settlements with a population of 50,000 to 100,000 people.
The mandatory quota for the minimum number of parking spaces provided by this document does not apply to rural settlements (with the exception of villages in the Absheron district).
Parking spaces for construction objects are intended for the users of these facilities, and the use of these parking spaces for other purposes is not permitted.
It should be noted that parking spaces for construction objects are parking areas intended for the storage of vehicles of users within the boundaries of the land plot allocated for construction.
The number of underground parking spaces for multi-apartment residential buildings must be at least 50%.
If the walking distance from construction objects to stops and stations of metro, tram, suburban railway transport, and transport interchange hubs does not exceed 400 meters, a 30% reduction in parking spaces is allowed (excluding residential buildings).
For construction objects with 50 or more parking spaces, the installation of electric vehicle chargers for at least 5% of those spaces must be provided. It is prohibited to park other vehicles in these parking spaces, except for electric vehicles for the purpose of charging.
The minimum area requirement for parking passenger cars must be set at 2.3 m x 5 m.
The capacity of parking lots for tourist buses at airports, seaports, and railway stations should be calculated at a rate of 3-4 vehicle spaces per 100 tourists during peak hours.
The parameters of parking spaces should be calculated taking into account the capacity of the buses, but they must not be less than 3 m in width, 8.5 m in length, and for the safe passage of pedestrians, the distance between the boundaries of parking spaces for construction objects must not be less than 0.75 m.
In case the purpose of a construction object is changed, the minimum number of parking spaces for the new purpose of that object must comply with the number specified in the annex.
Furthermore, one space per apartment must be allocated in multi-apartment residential buildings, and 1.3 spaces per apartment for each apartment with a total area of 180 square meters and above.
One space must be allocated for each individual residential house.

– Buildings for state bodies (institutions) – 1 space per 75 square meters of total area;
– Buildings for local self-government bodies – 1 space per 100 square meters of total area;
– Preschool educational institutions – 1 space per 300 square meters of total area;
– Hospitals and other stationary-type institutions – 1 space per 5 beds;
– Restaurants – 1 space per 50 square meters of total area;
– Passenger terminals (railway, automobile, water transport, and air terminals) and ports – 1 space per 10 passengers;
– Cemeteries – 10 spaces per 1 hectare of area;
– Markets and wholesale centers – 3 spaces per 100 m2 of total area;
– Wedding palaces and ceremony halls – 1 space per 30 m2 of total area;
– Mosques, churches, synagogues, and others – 1 space per 100 m2 of total area;
– Sports complexes and stadiums with spectator seats – 1 space per 20 seats;
– Beaches and parks – 15 spaces per 100 simultaneous visitors.
