The State Service for Mobilization and Conscription has released statistical data reflecting the fight against corruption for the second quarter of 2026.
According to the information provided to “Elchi” by the State Service for Mobilization, consistent measures have been continued by the agency during the 6 months of the current year, as in the previous period, to increase transparency in official activities, eliminate factors creating conditions for corruption, and improve citizen satisfaction.
Thus, regarding illegal actions and abuse of official powers, disciplinary penalties and organizational-staff measures were taken against 75 employees (42 of whom were management staff) during the relevant period of 2026, including the dismissal of 2 employees on negative grounds, and materials collected against 88 individuals across 48 cases were sent to the Prosecutor General’s Office of the Republic of Azerbaijan for procedural decision-making.
It was stated that in order to ensure the implementation of the relevant Decree of the head of state regarding the improvement of activities in the field of medical certification, starting from July 1, 2024, the final medical examination of citizens called up for active military service across 4 fitness categories is carried out by the State Agency for Medical Insurance and Expertise operating under the Ministry of Labor and Social Protection of the Population. The electronization of information exchange between relevant state agencies participating in the medical certification process, as well as institutional and organizational optimization measures implemented in this field, have created favorable conditions for more efficient organization of processes. These measures are making a significant contribution to reducing corruption risks and increasing the transparency and accountability of activities.
In accordance with the requirements of the “Regulations on the Unified Electronic Information System of the State Service for Mobilization and Conscription of the Republic of Azerbaijan” approved by the Decision of the Cabinet of Ministers No. 59 dated March 2, 2026, the implementation of integration processes in the digital field with state agencies, and the uninterrupted acquisition of relevant information in real-time within this framework, serves to ensure promptness and objectivity in the decision-making process.
According to the Law of the Republic of Azerbaijan No. 111-VIIQD dated December 27, 2024, “On amendments to the Law of the Republic of Azerbaijan No. 274-IVQ dated December 23, 2011, on Military Duty and Military Service,” it is intended to create a special personal electronic page (electronic cabinet) in the E-Government Information System for citizens to familiarize themselves with information about themselves related to the performance of military duties, to obtain and apply for changes to them, to receive information regarding any changes in that information, to send applications in electronic form, to use services, and to make payments.
With the aim of minimizing direct contact with citizens, ensuring promptness and citizen satisfaction, it is planned to make maximum use of the capabilities of modern technologies and to carry out all services provided in electronic form in the future. Currently, certificates regarding “Deferment from active military service call-up”, “Exemption from active military service call-up”, “Temporary non-call-up for active military service”, “On performing active military service”, “On active military service” and “Military registration”, as well as results of medical certification and information about the types of troops they are assigned to for active military service are provided to citizens through the “MyGov” digital government platform. Also, the sending of relevant applications and the receipt of responses through the personal electronic page (“MyGov” cabinet) have been ensured.
Applying new provisions in the initial military registration of male citizens who have reached the age of 15, and obtaining the required documents through integration from the electronic systems of relevant state bodies also serves to minimize direct contact with these persons, as well as their parents and legal representatives, and to increase transparency in this field.
Furthermore, considering the abolition of the paper version of the initial military registration certificate, the presentation of the decision of the initial military registration commission and other information to citizens in electronic form makes the creation of electronic cabinets on the “MyGov” platform necessary.
Also, with the aim of strengthening the fight against persons evading the performance of military duties, amendments and additions were made to the Criminal, Administrative Offenses, and Migration Codes of the Republic of Azerbaijan, the Law “On Military Duty and Military Service”, and other sectoral normative legal acts. Additionally, as a result of the alignment of the Decision of the Plenum of the Supreme Court of the Republic of Azerbaijan No. 1 dated November 1, 2001, “On judicial practice in cases of evasion of military service, unauthorized departure from a military unit or place of service, and desertion” with the updated legislative acts on January 23, 2026, responsibility measures against this category of persons have been tightened. Necessary measures are being taken jointly with law enforcement agencies to determine their locations and involve them in the call-up, as well as to temporarily restrict their right to leave the country, and positive results are being achieved in this area.
In case citizens encounter corruption or other illegal situations, it is recommended that they apply to the 9100 Call Center or the info@seferberlik.gov.az email address, and also create electronic cabinets to use electronic services and connect to the “MyGov” platform.
The State Service for Mobilization and Conscription will continue to consistently fight against corruption, based on the principles of transparency, objectivity, and strengthening public trust in its activities.
