11 people involved in the illegal seizure and sale of state agricultural lands have been held criminally liable

Individuals who illegally seized and sold state agricultural lands have been held criminally liable.

elchi reports that this was stated in a press release by the Prosecutor General’s Office.

According to the information, the preliminary investigation into the criminal case initiated at the Anti-Corruption Directorate under the Prosecutor General based on information received from the Ministry of Agriculture has been completed.

The criminal case was investigated regarding the facts of illegal seizure and sale to various individuals of state-owned agricultural land plots located in the Ramana settlement of Baku, which are under the use of “Azeragrar State Production and Processing Union” LLC, operating under the mentioned ministry.

During the preliminary investigation, reasonable suspicions were established that 11 people – Əliyev Qalib Mirzə oğlu, Hüseynov Anar Rafiq oğlu, Əşrəfov Ceyhun Adil oğlu, İsmayılov Araz Əziz oğlu, Quliyev Amin Fərhad oğlu, Məmmədov Arif Ələsdan oğlu, Rəsulov Vidadi Əlqəmə oğlu, Qəhrəmanov İlqar İsmayıl oğlu, Vahidov Orxan Mustafa oğlu, Dəmirov Ceyhun İkram oğlu, and Novruzov Səfa Abbasqulu oğlu – committed the crimes of fraud and violation of property, usage, and lease rights over land.

Specifically, Qalib Əliyev, Anar Hüseynov, and Ceyhun Əşrəfov, acting as a group of persons in prior conspiracy, arbitrarily seized more than 25 hectares of state-owned agricultural land without legally established property, usage, or lease rights. Later, together with Araz İsmayılov, Amin Quliyev, Arif Məmmədov, and Vidadi Rəsulov, they provided false information that the land plots belonged to them, sold the lands in parts to various individuals, and fraudulently obtained various amounts of money.

Furthermore, İlqar Qəhrəmanov, Orxan Vahidov, and Ceyhun Dəmirov, acting as a group of persons in prior conspiracy, arbitrarily seized more than 4 hectares of state-owned agricultural land without legally established property, usage, or lease rights. Subsequently, together with Səfa Novruzov, Amin Quliyev, and Vidadi Rəsulov, they falsely claimed that the land plots belonged to them, sold the lands in parts to various individuals, and fraudulently obtained their money.

Based on the collected evidence, the aforementioned individuals have been charged under Articles 178.4 (fraud causing damage on an especially large scale), 188.3 (violation of property, usage, or lease rights over land in relation to agricultural lands), and other articles of the Criminal Code of the Republic of Azerbaijan.

The indictment for the criminal case was approved by the prosecutor exercising procedural supervision over the preliminary investigation and sent to the Baku Court of Grave Crimes for consideration.

As a result of measures taken during the preliminary investigation, more than 20 hectares of state-owned land have been returned to the use of the Ministry of Agriculture. In addition, the repayment of a portion of the material damage caused to the victims in the criminal case has been ensured.
