“Today, we held a meeting of the NGO I lead at the administrative building of the Garachukhur municipality, which operates in the Surakhani district of Baku. The project was related to the implementation of the “Analysis of legislative acts in the field of municipalities” project, which is financially supported by the State Support Agency for Non-Governmental Organizations of the Republic of Azerbaijan.”
“Elchi” reports that this statement was made to the press by Niyamaddin Ordukhanli, Secretary General of the Justice, Law, Democracy (AHD) Party, NGO chairman, and political scientist.
According to him, this project will cover 4 municipalities operating in the Surakhani district: “We held the first meeting in the Garachukhur municipality. The meeting was organized at a very high level. For information, there are 6 municipalities in the Surakhani district. We plan to hold events in 4 municipalities. The event we held today was attended by the municipality chairman, deputy chairmen, members of the municipality, municipal employees, and local residents. Of course, I would like to express my gratitude to the head of the district executive power, the honorable Adil muallim Aliyev, for creating these conditions for our organization. I also convey my gratitude to the chairman of the Garachukhur municipality, Ixdiyar Najafov. At the meeting, attended by 25-30 people, I mainly provided detailed information about the direction of our project. The main focus of the project is the relationship between the municipal leadership, municipal employees, municipal members, and municipal tax collectors with citizens, which I mentioned should be at a very high level. We also talked about the significant importance of analyzing legislative acts in the field of municipalities. Today, municipalities should pay more attention to the implementation of legal acts. Adopted municipal acts should not go beyond the law. Municipality chairman Ixdiyar muallim stated that more than one hundred thousand people live in the territory of the Garachukhur municipality and it covers an area of 11 thousand hectares. He noted that the head of the district executive power, Adil Aliyev, pays great attention and care to the settlement, and joint work is being carried out to solve existing problems within the settlement.”
According to the NGO chairman, the main direction of the project, in addition to meetings with municipalities, will also include the filming of 5 programs about the project on a television channel operating in our country. “
According to Niyamaddin Ordukhanli, the Surakhani district is one of the most exemplary districts of Baku: “I witnessed the work done by the Surakhani district executive power in the Garachukhur settlement. Asphalt pavements have been renewed in a large area of the settlement. Speaking at the event, municipality chairman Ixdiyar muallim noted that tax collection from citizens by the Garachukhur municipality has increased multiple times over 3 years. Also, the duties of municipalities and the work done were discussed in great detail. The level of municipal powers in our country was also widely discussed. I should also add that at the meeting, municipal employees noted that despite the formation of the municipal institution for nearly 30 years, there is no “Municipal Day” today.”
According to NGO chairman Niyamaddin Ordukhanli, the meeting also touched upon the municipal institution created in Azerbaijan since 1999: “The municipality is a very important institution. Local self-government in Azerbaijan has a 26-year history. Initially, 2,700 municipalities were operating. However, now these municipalities have been merged and reduced to 685. The Garachukhur municipality is also one of the first created municipalities. For the development of our state, it is essential that the powers and capabilities of the municipal institution be expanded. The main activity of our organization is also in this direction. The budgets of municipalities are formed by collected taxes. We must involve citizens in municipal collection. We must increase awareness-raising work even more. In accordance with the project, information about the meetings we held with municipalities operating in the Surakhani district and the work done in the district will be disseminated on internet television. Also, extensive information about the meeting will be provided in the country’s media and social networks.” At the end of the project, reports on the events held will be submitted to the State Agency for NGOs.”
