State Commission releases semi-annual report on drugs

Information on the results of the fight against drug addiction and illegal drug trafficking for January-May 2026 has been released.

The results of the fight against drug addiction and the illegal trafficking of narcotic drugs, psychotropic substances, and their precursors during January-May 2026 have been analyzed and summarized in a comparative manner by the Permanent Working Group of the State Commission.

As a result of comprehensive operational-search measures carried out by law enforcement agencies in the field of combating drug addiction and illegal drug trafficking, a total of 3,766 criminal cases were detected. Of these, 890 were related to the illegal sale of narcotic drugs, 2,841 to the illegal acquisition and possession of narcotic drugs, 33 to the illegal cultivation of drug-containing plants, and 2 to other crimes in this category.

Of the total 4 tons 263.1 kg 533.1 grams of narcotic drugs and psychotropic substances confiscated from illegal circulation based on the detected facts, 3 tons 664 kg 289.559 grams were marijuana, 212 kg 587.146 grams were heroin, 88 kg 128.798 grams were opium, 214 kg 243.147 grams were hashish, 7 kg 937.74 grams were other narcotic drugs, and 76 kg 346.71 grams were psychotropic substances. In addition, 4,486 methadone pills, 3,660 cannabis plants, and 29 psychotropic pills were discovered and seized.

The total value of the 4 tons 263.1 kg 169.4 grams of narcotic drugs and psychotropic substances removed from illegal circulation is estimated at 111 million 793 thousand AZN.

2,110 people were held criminally liable for illegal drug trafficking, of whom 2,057 were men and 53 were women.

Among the persons held criminally liable, 25 are foreign citizens.

A total of 156 kg 822.062 grams and 974 pills of various types of narcotic drugs were seized from the 25 foreign citizens held liable.

Law enforcement agencies detected 73 facts related to the smuggling of narcotic drugs and psychotropic substances into the country, and a total weight of 1 ton 072 kg 342.425 grams and 950 methadone pills were removed from illegal circulation based on these facts.

In total, 88 of the detected crimes were committed in groups, and 978 kg 133.4 grams and 950 methadone pills of narcotic drugs and psychotropic substances, as well as 4.2 grams of potent substances, were confiscated from illegal circulation based on these facts.

1,132 criminal cases were committed by previously convicted persons, and 887 kg 290.9 grams of various types of narcotic drugs were confiscated from them.

The analysis shows that compared to January-May 2025, during the corresponding period of the current year, the total number of facts detected by law enforcement agencies related to illegal drug trafficking decreased by 31, illegal acquisition and possession without intent to sell by 249, illegal cultivation of drug-containing plants by 7, smuggling of drugs into the country by 28, group crimes by 22, and the number of foreign citizens held liable by 19, while the number of facts related to the illegal sale of narcotic drugs increased by 225, the weight of drugs removed from illegal circulation by 949 kg 673.4 grams, and the number of persons held liable by 68.

Compared to January-May 2025, the weight of other narcotic drugs removed from illegal circulation during the corresponding period of 2026 decreased by 13 kg 501.187 grams (63%), and the weight of psychotropic substances decreased by 13 kg 370.085 grams (15%).

Marijuana accounted for 3 tons 664 kg 289.599 grams (85.9%) of the confiscated various types of narcotic drugs. Of this, 2 tons 988 kg 320.239 grams (82.0%) were of foreign origin, enriched with psychotropic substances. 675 kg 969.36 grams (20.4%) were illegally cultivated within the country in greenhouses, basements, forest lowlands, and riverbeds, depending on climatic conditions.

On January 30, 2026, organized by the Working Group of the State Commission, 858 kg 620.899 grams, 22,139 pills, 1,056 ampoules of narcotic drugs and psychotropic substances, and 4,745 pills and 240 packages of potent substances, for which destruction decisions were made based on 25 court and investigation decisions, were destroyed by burning.

At the same time, during the reporting period, the destruction of a total weight of 27 kg 814.826 grams of various narcotic drugs, psychotropic substances, 113 cannabis plants, and 19 pills of potent substances, for which destruction decisions were made based on 583 court verdicts in 26 districts and cities, was ensured through the joint organization of commissions for the destruction of small and significant quantities of narcotic drugs, psychotropic substances, and their precursors removed from illegal circulation.

39,002 people were referred to the Republican Narcological Center of the Ministry of Health of the Republic of Azerbaijan by the Ministry of Internal Affairs of the Republic of Azerbaijan to determine all types of intoxication. Of the 2,740 people who underwent medical examination to determine drug use, 1,301 were identified as users, and necessary measures were taken in this regard.

Currently, 694 patients are receiving treatment under the methadone substitution treatment program at 3 centers (279 at the Republican Narcological Center, 293 at the AIDS Center, and 122 at the Sumgayit Narcological Center).

During January-May 2026, 302 citizen inquiries were received by the “802” hotline service, of which 38 were related to illegal drug trafficking, 25 to treatment for drug addiction, and 239 to other issues (repeated inquiries, explanation of legislative provisions, procedures for compulsory treatment, etc.). 63 letters were sent to relevant authorities to take appropriate measures regarding the mentioned inquiries.

Through the 802 hotline service, operational coordination was ensured with relevant organizations and citizens to prevent the spread of narcotic drugs and drug addiction, criminal cases were initiated based on information provided regarding illegal drug trafficking, large quantities of narcotic drugs were seized from illegal circulation, drug users were referred to specialized medical institutions based on their voluntary applications, and psychological support and necessary recommendations were provided to families suffering from drug addiction by explaining the provisions of existing legislation.

During January-May 2026, a total of 110 events (70 awareness-raising and organizational events, 40 awareness-raising social campaigns) were organized by the Working Group of the State Commission, involving relevant government agencies.
