The permit quota for freight transport between Azerbaijan and Mongolia has been increased 10-fold

The first bilateral meeting in history in the field of international road transport was held in Baku between the Azerbaijan Land Transport Agency (AYNA) and the Department of Coordination of Road Transport Policy of the Ministry of Road and Transport Development of Mongolia.

“Elchi” reports that representatives of the State Customs Committee, the Association of International Road Carriers of Azerbaijan (ABADA), and national carriers participated in the meeting.

During the discussions, an exchange of views took place regarding the current state of international road freight transport between Azerbaijan and Mongolia, transit potential, the expansion of cooperation, and issues faced by carriers.

At the conclusion of the meeting, important agreements were reached that will boost the development of international freight transport. According to the decision, for 2026, an additional exchange of 2,000 permit blanks for bilateral transport, 250 for transit transport, and 400 for transport to/from third countries will be carried out.

In addition, the initial permit quota for 2027 has been set at 2,000 for bilateral transport, 250 for transit transport, and 450 for transport to/from third countries. Thus, the number of mutually exchanged permit blanks for international freight transport between the two countries has been increased 10-fold compared to previous periods.

The parties also stated that the demand of carriers for permit blanks will be fully met during the current and upcoming years.

Within the framework of the meeting, an important agreement was also reached on the digitalization of the exchange and use of permit blanks. To this end, it is planned to establish a joint technical working group and begin work on the project starting July 1.

The implementation of an electronic system will simplify the process of obtaining and using permits, reduce operational costs and time losses, and enable more transparent and efficient transport operations.

An agreement was also reached on the implementation of a direct and flexible coordination mechanism between relevant agencies for the prompt resolution of issues arising during international freight transport.

The meeting will serve to transition cooperation in the field of road transport between Azerbaijan and Mongolia to a new stage, increase the volume of international freight transport, and form a more favorable operating environment for carriers.
