Azerbaijani Foreign Minister Jeyhun Bayramov met with his Japanese counterpart Toshimitsu Motegi during his official visit to Tokyo.

It was stated that during the meeting, both ministers welcomed the development of bilateral relations over the more than 30 years since the establishment of diplomatic ties in 1992, and reaffirmed the importance of an active and effective political dialogue, including high-level visits and political consultations.
Both ministers emphasized that this visit creates an opportunity for further strengthening diplomatic relations between the two countries and confirmed their intentions to deepen cooperation in a number of areas, including diplomacy and the economy.
The Azerbaijani side expressed its appreciation for Japan’s Official Development Assistance (ODA) and expressed hope that cooperation with Japan will continue.
The Japanese side acknowledged the importance of Azerbaijan’s stability and prosperity for ensuring peace in the Caucasus region as a whole, and both sides agreed to further strengthen cooperation in the economic sphere.
The Japanese side welcomed the Azerbaijani side’s decision to implement a one-year unilateral visa-free regime for Japanese citizens with the aim of promoting tourism and further expanding economic, humanitarian, and cultural ties. The parties confirmed that they will continue to facilitate mutual travel for their citizens.
The parties noted with satisfaction the 12th meeting of the Azerbaijan-Japan Joint Economic Committee held in September 2025, aimed at further expanding trade and investment relations between the two countries, and confirmed the necessity of holding the next meeting in the near future.
The ministers noted with satisfaction the progress made so far in the negotiations on the Japan-Azerbaijan Investment Agreement, which began in February 2019, and agreed to accelerate the negotiations with the aim of concluding it soon.
The parties expressed their agreement to use the Joint Crediting Mechanism (JCM) to promote cooperation in the field of decarbonization and to hold the first meeting of the JCM Joint Committee in the near future.
The ministers agreed on the importance of cooperation on the “Trans-Caspian International Transport Route,” aimed at strengthening regional and broader connectivity.
The parties highly appreciated the fact of long-term and close cooperation between the two countries on the development of the Azeri-Chirag-Gunashli oil and gas fields and the Baku-Tbilisi-Ceyhan pipeline, in which Japanese companies participate. This demonstrates the significant benefits and positive results of effective mutual cooperation between the parties.
The ministers reaffirmed Azerbaijan’s important role in terms of stable energy supply in the current international environment. The parties expressed their intentions to further develop cooperation in the field of energy security, including maintaining the stable supply of crude oil of Azerbaijani origin. The parties emphasized the importance of maritime security.
The parties exchanged views on recent developments affecting economic resilience, economic security, and the broader international environment, and reaffirmed the importance of continuing dialogue and cooperation on issues of mutual interest.
The ministers confirmed the continuation of bilateral cooperation regarding elections in international platforms, including international organizations, and also expressed their determination to work together towards the early implementation of the UN Security Council reform, which envisages the expansion of both permanent and non-permanent membership categories.
The parties emphasized the importance of respecting the purposes and principles of the Charter of the United Nations, including the independence, sovereignty, and territorial integrity of all states.

It was stated that during the meeting, a broad exchange of views took place regarding the existing relations and future prospects between Azerbaijan and Japan. The ministers reviewed the progress achieved in various fields and discussed practical steps to further deepen bilateral cooperation in accordance with the strategic priorities of both countries.
During the discussions, political dialogue, economic cooperation, trade, investment, energy, transport and logistics, digital transformation, innovation, education, tourism, and people-to-people contacts were in the spotlight.
The parties emphasized the importance of diversifying the bilateral agenda, as well as creating opportunities for cooperation in both traditional and new areas.
Jeyhun Bayramov announced that Azerbaijan intends to implement a visa-free regime for all Japanese citizens.
He stated that this initiative is an important step towards facilitating travel, increasing business exchanges, promoting tourism, and strengthening ties between the peoples of the two countries.
Noting that the 35th anniversary of the establishment of diplomatic relations between Azerbaijan and Japan will be celebrated in 2027, the parties welcomed the stable development of relations based on mutual respect, trust, and partnership. The role of high-level contacts, mutual visits, regular political consultations, as well as parliamentary diplomacy and cultural-academic exchanges was specifically noted for the further advancement of relations.
At the meeting, attention was also paid to expanding cooperation in the fields of trade, investment, green technologies, decarbonization, renewable energy, infrastructure development, and high technologies. Azerbaijan’s reliable partnership role in energy security and regional transport-logistics networks connecting Asia and Europe was emphasized, and transport infrastructure and digital connectivity initiatives were discussed.
Highly appreciating the activities of the Azerbaijan-Japan Joint Economic Commission, the ministers expressed the importance of accelerating work on the “Azerbaijan-Japan Investment Agreement,” which will create a legal framework for the protection of investments and open new opportunities for business entities.
During the meeting, an exchange of views also took place regarding regional and international processes. Jeyhun Bayramov informed his counterpart about the post-conflict situation in the region, the large-scale reconstruction and construction works carried out in the liberated territories, the normalization process between Azerbaijan and Armenia, as well as Azerbaijan’s regional communication and economic cooperation initiatives.
In the end, both sides reaffirmed their commitment to strengthening the partnership and expressed their confidence that the 35th anniversary to be celebrated in 2027 will create an excellent opportunity for defining future goals.
