The delivery of certain documents to individuals will be ensured in Azerbaijan during the state registration of vehicles, issuance of registration certificates and state registration plates, as well as during technical inspections of vehicles, in case of violation of traffic rules.
“Elchi” reports, citing Trend, that the Minister of Emergency Situations, Colonel-General Kamaladdin Heydarov, has signed a relevant decree.
In response to our inquiry, the Ministry stated that according to the new decree, if the delivery of documents regarding administrative offense cases related to traffic violations is not possible by mail, in person by an authorized person, or via SMS, then these documents must be delivered during the aforementioned procedures.
If the individual’s mobile phone number is available in their electronic cabinet, the electronic decision on the administrative offense will be considered officially delivered at the time an SMS notification is sent to that number.
If a mobile phone number is not available, the documents will be considered officially delivered when the individual views the documents and their attachments placed in their electronic cabinet.
This rule will not apply to foreigners and stateless persons.
It should be noted that in this context, vehicles refer to technological vehicles and other mechanical vehicles (trailers) whose list is determined by the Cabinet of Ministers.
