New service fees for payment systems have been approved by the Decision No. 39/5 of the Board of Directors of the Central Bank of Azerbaijan (CBA) dated September 15, 2026.
According to information provided to elchi from the CBA, based on the new tariff policy, service fees for sessions in payment systems have been unified, and the upper limits of service fees for the Real-Time Gross Settlement System (AZIPS) and the Retail Payments Clearing and Settlement System (XÖHKS) have been reduced by 2 and 1.5 times, respectively. The new tariff model envisages the application of fixed amounts based on intervals of the transaction amount, regardless of time, for service fees.
In addition, to increase accessibility to innovative payment services, service fees for the Instant Payments System (AÖS), which ensures real-time settlement in 24/7 mode, have been set lower compared to other systems. The execution of payments through the AÖS allows users to make transfers via bank accounts with simple identifiers, as well as to increase liquidity by immediately receiving funds into their bank accounts.
As part of the improvement of the tariff policy, changes have also been made to the service fees for the Interbank Card Center (BKM), and tariffs for the processing of card-to-card transfer operations have been determined.
The new tariff policy, developed considering the current market conditions, supports the development of innovative solutions in payment systems and serves to optimize the service fees charged to payment service users.
It should be noted that the new service fees will come into force on April 1, 2027.
