Kazakhstan President Kassym-Jomart Tokayev has signed a decree on the powers of the republic’s Vice President within the framework of their new position.
“Elchi” reports that, according to the decree, the Vice President will deal with issues of domestic and foreign policy, as well as work with government authorities.
It should be noted that on August 31, Tokayev appointed Erlan Karin, the First Deputy Chief of the Presidential Administration, to the position of Vice President. The decree states that the Vice President of the Republic of Kazakhstan ensures the preparation of strategic initiatives in the field of the state’s domestic and foreign policy and submits these initiatives to the President of the Republic of Kazakhstan. At the same time, upon the instruction of the President of the Republic of Kazakhstan, they represent the President in interactions with the Congress, the government, and other state bodies, as well as political parties, public associations, and international organizations.
In addition, the Vice President will participate in international events at the direction of the head of state. They will also lead the Secretariat of the Congress of Leaders of World and Traditional Religions, which is held regularly in the country. Previously, the Secretariat was led by Maulen Ashimbayev, the speaker of the Senate, the upper house of the now-abolished bicameral parliament.
The Vice President will also oversee the activities of the Institute for Strategic Studies and ensure the operation of six commissions, including the commission on state awards, as well as the Youth Policy Council.
Within the scope of their authority, the Vice President will be able to issue orders, give instructions to central and local executive bodies, participate in meetings of the parliament, the government, and the People’s Council of the republic, request information from state bodies and officials, and create interdepartmental working groups for the preparation of drafts of presidential acts and the fulfillment of tasks set by the President.
