The rates of state duties for the technical inspection of mopeds, their state registration, the administration of examinations for the issuance of driver’s licenses, the issuance or replacement of driver’s licenses, and the issuance of state registration plates will be regulated in the amount of the current state duties.
“Elchi” reports that President Ilham Aliyev has signed amendments to certain laws in connection with the implementation of the Law No. 307-VIIQD dated December 9, 2025, “On Amendments to the Law on Road Traffic”.
The document also provides for compulsory civil liability insurance for third parties regarding the use of registered mopeds.
According to the law, a fee of 30 manats will be paid separately for the issuance or replacement of a driver’s license for a moped and for the issuance of a registration certificate.
According to the document, the technical inspection of mopeds will be carried out with a fee of 15 manats, registration with 10 manats, issuance of state registration plates with 15 manats, administration of examinations for the issuance of a driver’s license for driving mopeds with 40 manats, and re-examination for obtaining a driver’s license for driving mopeds with 20 manats.
It should be noted that in order to ensure the safety of road traffic participants, prevent accidents involving mopeds, and establish regulation in this area, the Law on Road Traffic stipulates that mopeds must be registered with the relevant executive authority, issued state registration plates based on this, and driven with a driver’s license. Thus, a number of duties intended for vehicle drivers will also apply to moped drivers. Consequently, an “A1” category driver’s license, a vehicle registration certificate, and a state registration plate are required to operate a moped.
It should be recalled that a moped is a two- or three-wheeled vehicle with an electric motor or an engine with a displacement of no more than 50 cubic centimeters, excluding small electric vehicles, and with a maximum design speed not exceeding 50 kilometers per hour.
