A new draft law on “Seed Growing” has been prepared.
elchi reports that the draft law was submitted for discussion at today’s meeting of the Milli Majlis.
The draft law consists of 6 chapters and 27 articles.
According to the project, an information system (Registry) of the body (institution) determined by the relevant executive authority in the field of selection and seed growing will be created. The Registry is a collection of information (records) on selection achievements (varieties and hybrids, breeds), registered seed operators, contracts concluded regarding the use of selection achievements, and seed crops. As a result of digitalization, it will create conditions for relevant persons to obtain detailed information about seeds with certificates confirming varietal and sowing quality, as well as their biological and economic indicators.
For violation of the requirements of the legislation on seed growing, 50 percent of the funds collected from fines applied by the body (institution) determined by the relevant executive authority in accordance with the Code of Administrative Offenses (including fines applied in cases of administrative offenses sent to the court for consideration after a protocol on an administrative offense is drawn up by it) will be transferred to the account of that body (institution) for the purpose of strengthening the social protection and improving the material and technical base of the employees of the body (institution) determined by the relevant executive authority. The distribution of the determined funds and the procedure for their use will be determined by the body (institution) determined by the relevant executive authority.
From the day the new law enters into force, the Law No. 257-IQ dated March 11, 1997, “On Seed Growing” will be repealed.
Certificates issued to seed producers to engage in seed growing activities before this Law enters into force will retain their legal force for the period specified in that certificate.
The draft law was put to a vote and adopted in the first reading.
