Sumgait resident Vugar Najafov has reached out to elchi regarding a problem he is facing.
He stated that on August 20, 2024, he began work at a building located at 57 Uzeyir Hajibeyli Street (known as the Ferrari building), as proposed by “MEQAPLUS LLC”. Despite requesting an official contract before starting, Ilgar Karimov, the company’s official representative at the site, said, “You start working, and the official contract will be signed later.” He added: “I should mention that since I have known “MEQAPLUS LLC” and Ilgar Karimov for a long time, I trusted the promise and started working without an official contract. The work consisted of installing ventilation and cooling systems at 57 Uzeyir Hajibeyli Street. As an initial payment, Ilgar Karimov gave me 20,000 AZN (the agreed amount was 265,000 AZN). Although I repeatedly stated that this amount was low, Ilgar Karimov convinced me that as “MEQAPLUS LLC”, they had not yet received payment from the client, “FMG LLC”.”
Vugar Najafov noted that after 15 days, as the debt owed to him exceeded 25,000 AZN, he stopped work, leading to a dispute with Ilgar Karimov: “I refused to continue working without payment. However, later, Ilgar Karimov’s close relative and the de facto head of “MEQAPLUS LLC”, Ilgar Nuriyev, met with me and said, ‘Continue working and rest assured that if Ilgar Karimov does not pay, I will pay personally.’ Since I have known Ilgar Nuriyev for a long time and trusted him, I believed his promise and continued working. Thus, I worked until January 15, 2025.”
He added that he stopped work several times during this period: “The debt rose from 5,000 to 65,000, then 95,000, and finally to 130,000 AZN. I handed over all goods and materials with invoices personally to Ilgar Karimov and the warehousemen appointed by him, named Elnur and Huseyn. Every time I stopped work, Ilgar Nuriyev met with me. When he learned the reason for stopping, he promised that I should continue and that he would pay despite the payment delays. During this time, I received a total of 72,000 AZN in small amounts. I bought all the materials on credit from acquaintances at my own expense. The 72,000 AZN provided went to the wages of the masters and workers. There were no fewer than 15 workers daily. They received daily wages between 30-50 AZN. The client “FMG LLC” and the subsequent contractor “AIM CONSTRUCTION LLC” can confirm that I performed the work at 57 Uzeyir Hajibeyli Street.”
According to V. Najafov, he eventually handed over the unfinished work to “AIM CONSTRUCTION LLC” and had no problems with that company: “On January 15, 2025, “FMG LLC”, as the client, terminated the contract with “MEQAPLUS LLC” unilaterally because they could not complete the work, and “MEQAPLUS LLC” was removed from the site as a contractor. Since January 15, 2025, Ilgar Karimov has not answered my calls. He only picked up the phone once every two months. He told me to be patient and that things would get better. Despite this, he made no payments. Finally, at the end of September 2025, I sold my own house to pay off the debts I owed to shops and relatives. Although I met with Ilgar Nuriyev many times, he refused to pay. He made various excuses to avoid payment. Despite their claims that the amount was not 130,000 AZN or that the work volumes were incorrect, I have proven that the debt owed to me is indeed 130,000 AZN. In the end, Ilgar Nuriyev said that Ilgar Karimov has nothing, ‘go and kill him.’ ‘We have nothing to pay you.’ My purpose in stating these details is to ask for your help in this matter. I have an elderly mother who is a cancer patient and the family of my late brother under my care. Their children are students. I have financial difficulties. I cannot even cover my own family’s needs, let alone the children’s university expenses. I sold my house and property to pay my debts. Now, Ilgar Karimov and Ilgar Nuriyev are taking advantage of the trust I placed in them. They are avoiding payment. Please help me in this matter. All my hopes are in you. Please help me with this.”
V. Najafov also added: “Mr. President Ilham Aliyev has provided great support to entrepreneurs. He has demonstrated his support for small and large entrepreneurs in the development of this field. We have always seen this support from the President and we trust him. For this very reason, I will officially address the President to ask for his help in resolving the issue, I will send a letter to his official website, and I will sign up for his reception. Also, considering the supremacy of our legislation, I will officially appeal to the country’s Prosecutor General, the honorable Kamran Aliyev, and sign up for his reception. I will also officially appeal to the Anti-Corruption Directorate and sign up for a reception. I will officially appeal to the head of the Milli Majlis and the deputy elected from the area where I live. I believe in my state to restore the violated rights of dozens of people, and I will strive to solve the problem according to the law.”
Although we contacted Ilgar Karimov several times, we could not get answers to our questions.
