“87.3 percent of respondents support the proposal to ban children under 16 from using social media. 11.1 percent disagree with this proposal, while 1.6 percent expressed no opinion. 90.5 percent of respondents with school-age children view this proposal positively.”
elchi reports that these remarks were made by Havva Huseynli, Head of the Cooperation and Communication Sector of the Electronic Security Service, during the public discussion of the draft law of the Republic of Azerbaijan “On amendments to the Code of Administrative Offenses of the Republic of Azerbaijan, the laws of the Republic of Azerbaijan ‘On Information, Informatization and Protection of Information’ and ‘On Protection of Children from Harmful Information’.”
She emphasized that while only 0.5 percent of respondents consider social media completely beneficial for children, 56.5 percent consider it completely harmful.
H. Huseynli spoke about the proposed regulations:
“Creating a personal digital account for individuals under the age of 16 is strictly prohibited. Registration for teenagers aged 16–18 is possible only with the official consent of a legal representative.
Age verification is carried out based on cross-checking of bank card data (via temporary blocking of funds), email, and mobile number information.
All providers operating in Azerbaijan must be state-registered. Foreign providers must establish a branch or representative office within the country and also set up a contact center operating in the Azerbaijani language. Providers are issued a written warning. 30 days after the warning, a fine of 100,000 manats is applied, and after the next 30 days, a fine of 300,000 manats is imposed.”
