Amendments have been made to the “Rules for the payment of the President of the Republic of Azerbaijan’s scholarship to persons with disabilities due to 81-100 percent impairment of body functions or to persons caring for children with disabilities”.
“Elchi” reports that Prime Minister Ali Asadov has signed a decree regarding this matter.
According to the decree, important changes have been made to the rules for the payment of scholarships, and the division of authority has been clarified:
According to a new clause added to the rules, the Ministry of Labor and Social Protection of the Population will exercise the functions of the guardianship and custodianship authority in relation to children with disabilities placed in foster families, as well as children with disabilities deprived of parental care until they are placed in accordance with the Family Code.
In all other cases, these functions will be performed by commissions for the protection of children’s rights.
Editorial changes have been made to some clauses of the rules, including replacing the word “himayə” (care) in the relevant sub-clause with the more precise legal term “himayəçilik” (guardianship).
The decree enters into force on the day of its signing.
