Deputy Minister: Azerbaijan is working on a low-emission development strategy

The concept of building sustainable and climate-resilient cities must begin with a fundamental approach.

elchi reports that this was stated by Deputy Minister of Ecology and Natural Resources Agakarim Samadzade during a panel discussion titled “Climate and Housing Nexus” held within the framework of the 13th session of the World Urban Forum (WUF13) in Baku.

The Deputy Minister emphasized that maintaining a clear balance between urban growth and nature conservation is essential, and nature-based solutions must be integrated into all stages of urban planning—from planning to zoning and the construction process.

He added that Azerbaijan is already applying this approach in its housing and urban development policies. The “Socio-economic Development Strategy for 2022–2026” and its extension until 2030 define “green development” and a clean environment as national priorities.

The speech noted that within the framework of the “Great Return” program, green energy, “smart city,” and “smart village” concepts, as well as ecosystem restoration projects, are being implemented in the liberated territories. It was also mentioned that a joint center established between Azerbaijan and Turkey in the Jabrayil district supports afforestation and ecological restoration activities in Karabakh and East Zangezur.

The Deputy Minister also noted that Azerbaijan has submitted its updated climate commitments (NDC 3.0) and is working on a long-term low-emission development strategy.

In conclusion, he noted that nature-based solutions and ecosystem restoration are of particular importance for achieving these goals. It was also stated that this year’s World Environment Day, to be hosted by Azerbaijan, will be organized under the slogan “Inspired by nature, for the climate, for our future.”
