Information on the results of the fight against drug addiction and illegal drug trafficking for January-April 2026 has been released.

The results of the fight against drug addiction and the illegal trafficking of narcotic drugs, psychotropic substances, and their precursors during January-April 2026 have been analyzed and summarized in a comparative manner by the Permanent Working Group of the State Commission.
As a result of complex operational-search measures carried out by law enforcement agencies in the field of combating drug addiction and illegal drug trafficking, a total of 3061 criminal cases were detected. Of these, 702 were related to the illegal sale of narcotic drugs, 2343 to the illegal acquisition and possession of narcotic drugs, 14 to the illegal cultivation of drug-containing plants, and 2 to other crimes in this category.
A total of 3 tons 529 kg 169.4 grams and 3536 pills of narcotic drugs and psychotropic substances were confiscated from illegal circulation based on the detected facts, of which 3 tons 055 kg 320.59 grams were marijuana, 177 kg 876.246 grams were heroin, 70 kg 346.69 grams were opium, 173 kg 547.24 grams were hashish, 7 kg 276.04 grams were other narcotic drugs, and 44 kg 802.594 grams were psychotropic substances. In addition, 93 cannabis plants and 29 psychotropic pills were discovered and seized.
The total value of the 3 tons 529 kg 169.4 grams of narcotic drugs and psychotropic substances removed from illegal circulation is estimated at 92 million 440 thousand AZN.
1505 people were held criminally liable for illegal drug trafficking, of whom 1473 were men and 32 were women.
A total of 112 kg 811.238 grams and 24 pills of various types of narcotic drugs were seized from 21 foreign citizens held liable.
Law enforcement agencies detected 62 facts related to the smuggling of narcotic drugs and psychotropic substances into the country, and a total weight of 869 kg 645.525 grams of narcotic drugs was removed from illegal circulation based on these facts.
In total, 70 of the detected crimes were committed in groups, and 723 kg 077.3 grams of narcotic drugs and psychotropic substances and 4.2 grams of potent substances were confiscated from illegal circulation based on those facts.
The analysis shows that compared to January-April 2025, during the corresponding period of the current year, the total number of facts detected by law enforcement agencies related to the illegal trafficking of narcotic drugs and psychotropic substances increased by 69, the number of facts related to illegal acquisition and possession without intent to sell increased by 269, the weight of drugs removed from illegal circulation increased by 936 kg 168.998 grams, and the number of persons held liable increased by 6. The number of facts related to smuggling drugs into the country decreased by 16, the number of group crimes decreased by 9, the number of facts related to illegal cultivation of drug-containing plants decreased by 8, and the number of foreign citizens held liable decreased by 12.
Compared to January-April 2025, the weight of other narcotic drugs removed from illegal circulation during the corresponding period of 2026 decreased by 14 kg 102.087 grams (66%), and the weight of psychotropic substances decreased by 23 kg 302.038 grams (34.2%).
Marijuana accounted for 3 tons 055 kg 320.59 grams (86.5%) of the confiscated various types of narcotic drugs. Of this, 2 tons 450 kg 944.55 grams (80.2%) were of foreign origin with a composition enriched with psychotropic substances. 604 kg 376.04 grams (19.8%) were illegally cultivated within the country in greenhouses, basements, forest lowlands, and riverbeds, depending on climatic conditions.
Organized by the Working Group of the State Commission, on January 30, 2026, 858 kg 620.899 grams, 22,139 pills, 1056 ampoules of narcotic drugs and psychotropic substances, and 4745 pills and 240 packages of potent substances, for which destruction decisions were made based on 25 court and investigation decisions by the Commission for the destruction of large and especially large quantities of narcotic drugs, psychotropic substances, and their precursors removed from illegal circulation, were destroyed by burning.
Currently, 696 patients are receiving treatment under the methadone substitution treatment program at 3 centers (280 at the Republican Narcological Center, 291 at the AIDS Center, and 125 at the Sumgayit Narcological Center).
During January-April 2026, 232 citizen calls were received by the “802” hotline, of which 26 were related to illegal drug trafficking, 24 to treatment for drug addiction, and 182 to other issues (repeated calls, explanation of legislative provisions, procedures for compulsory treatment, etc.). 50 letters were sent to relevant authorities to take appropriate measures regarding these requests.
Through the 802 hotline service, operational coordination was ensured with relevant organizations and citizens to prevent the spread of narcotic drugs and drug addiction. Based on information provided regarding illegal drug trafficking, relevant criminal cases were initiated, large quantities of narcotic drugs were seized from illegal circulation, drug users were directed to specialized medical institutions based on voluntary applications, and psychological support was provided to families suffering from drug addiction, along with explanations of existing legislative provisions and necessary recommendations.
During January-April 2026, a total of 75 events (45 educational and organizational events, 30 educational social campaigns) were organized by the Working Group of the State Commission, involving relevant government agencies.
