President Ilham Aliyev has signed a Decree on additional measures to improve waste management.
“Elchi” reports that, according to the Decree, the State Agency for Waste Management under the Ministry of Ecology and Natural Resources has been established.
The Decree stipulates that the Agency is a body within the structure of the Ministry of Ecology and Natural Resources of the Republic of Azerbaijan, which carries out state control, regulation, and coordination in the field of waste management (generation, collection, sorting, transportation, placement, processing, utilization, disposal, neutralization, and burial of waste) and the collection of waste fees.
The Cabinet of Ministers must prepare and submit proposals to the President of the Republic of Azerbaijan within two months regarding the draft regulations and structure of the Agency, as well as the limit on the number of its employees; within four months, regarding the improvement of the Law of the Republic of Azerbaijan “On Waste” and other normative legal acts related to waste management, taking into account Part 2 of this Decree and advanced international practice; and within five months, regarding the draft “National Strategy for the Improvement of Solid Municipal Waste Management in the Republic of Azerbaijan for 2027–2030,” coordinating it with the draft “Strategy for Socio-Economic Development of the Republic of Azerbaijan for 2027–2030.” Additionally, the Cabinet of Ministers must take necessary measures within two months to resolve issues related to the material and technical support of the Agency, the financing of its maintenance costs, and the provision of an administrative building, as well as resolve other issues arising from this Decree.
