Elchi.az reports with reference to Xalqcebhesi.az that Qudrat Hasanquliyev, chairman of the Party of Justice, Law, and Democracy (AHD), deputy chairman of the Defense, Security and Anti-Corruption Committee of the Milli Majlis, said this during the discussion of the draft law on amendments to the laws of the Republic of Azerbaijan “On the Budget System”, “On Accounting” and “On State Procurement” at the plenary session of the parliament today.
The Member of Parliament stated: “We all live in this society and we know that we have very honest heads of central executive authorities and state bodies, and they really approach the issue conscientiously during state procurement. But at the same time, we also read in the press that in many cases, it is not possible to win tenders or even enter tenders without prior agreement with the heads of the relevant state institutions and relevant central executive authorities.”

In addition, the costs it incurs per square meter are sometimes 4 times, sometimes more, cheaper than if any services were purchased through state procurement.
It would be good if we held a hearing in the Milli Majlis with the participation of the relevant committee to clarify these issues and why this is the case. Sometimes state institutions formalize a product with a retail price that is clear to everyone in the market at a price that is many times higher. This must be prevented and mechanisms must be created in the legislation for this.”
I believe that in order to save state funds, they sometimes go and grab from such a place, they want to save funds from such a place that one is really surprised that while the theft of funds in large amounts is visible in places that everyone sees, why are serious steps not being taken to prevent them? In some cases, people can really participate in tenders, win, and after winning, if there is no agreement – it must be said openly, everyone should know this, probably the central executive authorities are also listening to us – they play a thousand and one games on the head of that company’s management, you have not done this work properly, do it again, or you have done it poorly, therefore we will write you such and such a fine, funds are not paid on time, etc. Therefore, the time has come to prevent these illegalities. Indeed, we must make serious changes to the legislation and work seriously on it.”
