Milan authorities have welcomed the deployment of 500 soldiers to the city, where youths have been causing riots. According to a decree approved by the Council of Ministers, they will monitor law enforcement without the authority to make arrests.
elchi reports, citing the newspaper “Corriere della Sera,” that Defense Minister Guido Crosetto had advocated for expanding the soldiers’ powers, but this measure, initially included in the text, was revoked after consultations with the President of the Republic. Furthermore, the new decree tightens the responsibility of minors for riots and criminal prosecution for acts of violence during demonstrations. Punitive measures, including detentions, can be applied to minors over 14 years of age. These measures were adopted after riots during demonstrations against price increases in Milan, in which 80% of the participants were minors.
Authorities fear that such actions, accompanied by vandalism and looting of shops, could be repeated next weekend.
The newspaper “La Repubblica” notes that the current decree on strengthening security measures is the seventh in the last four years. Previously adopted decrees, including the decision on preventive detention, have not yielded the expected results, which “indicates their failure.” The publication emphasizes that everything began immediately after the government of Giorgia Meloni came to power in 2022 with the adoption of a decree against “rave” parties. Subsequent decrees were aimed at combating juvenile delinquency in non-institutional areas, as well as at participants in “social centers” where young people with political views opposing the current government gather.
