On September 17, 2026, an award ceremony for the next group of volunteers was held in the assembly hall of the Ministry of Emergency Situations administrative building within the framework of the “Emergency Situations Volunteers” program.

It was noted that the event was attended by the Minister of Emergency Situations, Colonel-General Kamaladdin Heydarov and relevant officials of the Ministry, Acting Executive Director of the Youth Foundation of the Republic of Azerbaijan Yusif Valiyev, Chairman of the Azerbaijan Volunteer Organizations Union Vugar Aliyev, and emergency situations volunteers.
The event began with the playing of the National Anthem, followed by the screening of a video about the “Emergency Situations Volunteers” program.
Afterward, the trophy of the “Victory League” football tournament, which was held among youth, volunteer, and student organizations on the occasion of the 5th anniversary of our historic Victory in the Patriotic War, was presented to Minister Kamaladdin Heydarov, as the emergency situations volunteers who won the tournament were awarded.
Then, Minister Kamaladdin Heydarov delivered a speech at the event. Emphasizing that the state youth policy founded by the Great Leader Heydar Aliyev is being successfully continued by Mr. President Ilham Aliyev and that young people are always surrounded by the attention and care of the head of state, the Minister noted that as a result of this progressive policy, a modern-minded, patriotic Azerbaijani youth has grown up. He stressed that the bravery shown by our heroic youth in the Patriotic War under the wise leadership of the victorious Commander-in-Chief Mr. Ilham Aliyev gifted us the historic Victory.
Stating that the beginning and development of the volunteer movement in our country are connected with the name of the Great Leader Heydar Aliyev, Minister Kamaladdin Heydarov said that under the leadership of the President of the Republic of Azerbaijan, Mr. Ilham Aliyev, who successfully continues the wise policy of the National Leader in this direction as in all fields, every condition has been created in our country for the implementation of volunteer activities and for young people to realize their potential.
The Minister emphasized that the dedication shown and projects implemented by the First Vice-President of the Republic of Azerbaijan, President of the Heydar Aliyev Foundation Mehriban Aliyeva, who always treats young people with care, in the implementation of state youth policy and the development of the volunteer movement are commendable. The measures taken in the field of work with youth give impetus to the development of Azerbaijani youth and play an important role in their self-affirmation in society.
Kamaladdin Heydarov noted that as a result of the effective work carried out in the direction of the development of volunteer organizations in our country, the “Emergency Situations Volunteers” program was formed in the field of prevention of emergency situations and elimination of their consequences, and numerous volunteers who have acquired relevant knowledge and skills in accordance with the activity directions of the Ministry of Emergency Situations have been trained within the framework of the program.
At the end of his speech, the Minister congratulated the emergency situations volunteers who have acquired theoretical knowledge and practical skills in the field of combating emergency situations within the framework of the socially useful volunteer movement and expressed his confidence that they will closely participate in the activities of the Ministry of Emergency Situations for the purpose of ensuring the safety of the population and territories.
Then, Acting Executive Director of the Youth Foundation of the Republic of Azerbaijan Yusif Valiyev and Chairman of the Azerbaijan Volunteer Organizations Union Vugar Aliyev spoke about the development stages of volunteer activities in our country, including the successful and rapid expansion of the “Emergency Situations Volunteers” program, and discussed the importance of volunteer activities.
