In Azerbaijan, a “competition map” showing the level of competition development across the country and its regions will be developed for 2027–2029, and existing regulations in a number of product and service markets will be reviewed.
“Elchi” reports that this is provided for in the “National Action Plan for 2027–2029 on the Development of Competition and Prevention of Monopolistic Activities,” approved by the Decree of President Ilham Aliyev dated September 11, 2026.
According to the document, economic, technical, and administrative regulations, including licensing and permit procedures, will be analyzed to expand the operational opportunities for market participants. Based on the results, proposals for their improvement will be prepared.
In addition, the possibilities for a phased transition to a competitive market model for certain infrastructure and service sectors where the state has exclusive participation or applies special regulations will be assessed. If necessary, draft amendments to the existing lists of subjects and activities subject to special regulation will be prepared.
Within the framework of the plan, a system of indicators measuring the level of competition development across the country and regions will be created for 2027–2029. Based on these indicators, Azerbaijan’s competition map will be developed and put into use.
Furthermore, the application of competitive neutrality principles in state-owned enterprises will be evaluated, and proposals for their improvement will be prepared. This measure will not apply to banks where the controlling stake is owned by the state.
The main goal of the National Action Plan is to improve the competitive environment, stimulate the growth of private investment, and support sustainable economic growth.
