The European Commission has designated ChatGPT as a “very large online search engine,” and Reddit and Roblox as “very large online platforms” under the Digital Services Act (DSA), thereby applying the strictest regulatory regime for online safety in AI to all three services.

The publication notes that this decision is particularly significant for ChatGPT, as the European Commission has concluded that the AI chatbot, which gathers results from the internet in real-time, is not just a platform but specifically a search engine in terms of regulation.
The Commission has characterized ChatGPT as a “hybrid service” that fits the definition of an online search engine under the DSA, as it interacts with users, answers their queries, and also performs searches on the internet.
Reddit and Roblox have been designated as “very large online platforms” (VLOPs) because both platforms allow users to publicly create and disseminate content.
